I hope that many of you had an opportunity to enjoy the Otsego Prairie Festival & Car Show earlier this fall. The weather was fantastic (minus the quick rain storm right in the middle) and I saw many residents enjoying themselves throughout the day and into the evening. The City Council continues its support of the Otsego Prairie Festival & Car Show as being consistent with our strategic vision for Otsego to be a social, connected community. A very special thank you must to go out to the many volunteers that help leading up to and during the day of our annual Otsego Prairie Festival & Car Show. These groups and individuals contribute their time and effort to our community and really make the event so successful. These generous groups and individuals include: • Otsego Lions Club hosted a pancake breakfast, beer garden and bean bag tournament. • Otsego Scout Pack 90 helped with parking at the event. • Special Olympics for your generous help keeping the grounds cleaned during the festival. • Gifts Anonymous hosted Bingo. • Otsego Rod & Custom hosted the car show. • Otsego River Riders helped with parking at the event. • Otsego Historic Preservation Commission hosted the historic booth that included the “Doodle Bug” borrowed from Mae & Bob Spencer from Otsego. • Elk River Lions Club co-hosted the pancake breakfast. • Otsego Prairie Festival committee members; Kim Welter, Daniel Licht, Connie Schwecke, and Ross Demant. • Otsego Street, Park and Utility staff who helped with the Touch a Truck and set up/clean up. • Special thank you to Albertville Fire Department, Elk River Fire Department, Wright County Sheriff and North Memorial Air care for participating in the Touch a Truck event during the festival. The plan would concentrate residential growth [in] the northeast part of the township.” (Note: The township of Otsego became a City in January of 1990.) Trailblazer Transit is a general public transit system that provides rides to people of all ages for just about any reason! Professional drivers employed by a government organization called Trailblazer Joint Powers Board utilize elevator-equipped buses to provide Dial-A-Ride service throughout Sibley, McLeod, and Wright Counties plus some limited service into other neighboring cities. Please refer to the Trailblazer Transit website or call dispatch for more information regarding the specifics of the designated service area. Who Can Use Trailblazer Transit and for What Purpose? Trailblazer Transit provides general public transportation, which means that almost anyone can use the service for almost any reason. There are no qualifications or requirements to use the transit system. Children, youth, adults, and seniors can all ride on the buses. Some common destinations include medical facilities, restaurants, banks, drug and grocery stores, beauty salons, barbers, and government offices. People also use Trailblazer Transit to get to work, school, day care, recreational activities, and social events. If you need to get around for just about any reason, Trailblazer Transit can get you there. When Does Trailblazer Transit Operate? The buses operate Monday through Friday from 6:30 a.m. to 5:30 p.m. How Do You Get a Ride? Customers should call the Trailblazer Transit office and talk to a dispatcher to schedule their rides. Trailblazer Transit provides Dial-A-Ride service, meaning the buses pick up and drop off passengers at locations specified by the customers. A dispatcher will ask the customer or caretaker a series of questions to facilitate the scheduling process. Bus rides may be scheduled up to one week in advance, but standing orders can be scheduled up to two-weeks in advance. Same-day ride requests can be accommodated, but it is best to call at least 24 hours in advance or as early as possible to schedule rides. The buses are shared by many customers at the same time, so the ability to get a ride scheduled is subject to the amount of time available to provide the ride and how many other people are using the bus at the same time. There are two facilities with dispatchers that can process ride requests. The bus fares listed below are for a single ride for one individual from Point A to Point B. Please see the Fare Structure Handout available on our website for a more detailed explanation and a list of special promotions. Bus fares may be paid when boarding the bus with cash, checks, or tokens, or the bus fares may be billed. • $4.00 = Rides less than 25 miles • $8.00 = Rides 25 miles or more • $2.00 = DISCOUNT RATE for rides beginning and ending entirely within the same city limits There are also several monthly passes available that make riding the bus even more affordable! The current election law specific to the presidential primary is in Minnesota Statutes Chapter 207A and Minnesota Rules Chapter 8215. Common questions about the presidential primary are answered below. When will the presidential nomination primary take place? March 3, 2020. Will all parties participate in the presidential nomination primary? No, only major parties will participate. Will all parties be on the same ballot? No, each major party will have a separate ballot. Who decides which candidates will appear on a party’s ballot? The chair of each party will submit a list of candidates for the party’s ballot no later than 63 days before the date of the presidential primary (December 31, 2019). What if a candidate drops out before the primary? Once a party’s list is submitted, changes will not be made to candidates that will appear on the ballot. Will there be a place to write in a choice or vote for “uncommitted”? Only if it is requested by the party chair. Party chairs will need to submit names of write-in candidates to be counted seven days before the primary. Will any other offices be on the ballot? No, only presidential candidates from a major party will appear on the presidential primary ballot. Other offices with a primary will be on the primary ballot in August. How will I be able to vote in the presidential nomination primary? Registered voters will be able to vote at their polling place on presidential primary day or by absentee ballot in the 46 days before presidential primary day (starting January 17, 2020). A voter must request the ballot of the party of their choice. If a voter refuses to select a party, they will not be able to vote in the presidential nomination primary. Will other people know which party’s ballot I request? A voter’s choice of party ballot will be recorded and is private data. However, a list of who voted in a presidential nomination primary and the political party each voter selected will be provided to the chair of each major political party. How a voter voted on the ballot will be secret. Will parties have to abide by the primary results? The presidential primary results must bind the election of delegates in each party. Information provided by the Secretary of State website at www.sos.state.mn.us Election Judges Needed Otsego’s three Precincts are staffed by citizens that are appointed as election judges. Serving as an election judge provides an opportunity to learn about the election process and is a great service to our community. To serve as an election judge in the City of Otsego, citizens must be eligible to vote in an election, must declare what party they consider themselves affiliated with, and must not be the spouse, parent, child or sibling of any election judges serving in the same precinct or any candidate of that election. To be considered to be an election judge, please contact City Clerk Tami Loff at City Hall with your name and address or you can download the application on the city website. If appointed, you must attend training conducted by the County Auditor’s Office at the Wright County Government Building in Buffalo (Date to be determined). www.ci.otsego.mn.us | 7 2020 PRELIMINARY PROPERTY TAX LEVY The Otsego City Council adopted the preliminary property tax levy on September 9th. There were six special City Council meetings where the City Council and Staff reviewed the preliminary budgets and respective property tax levies to ensure they align with the City’s strategic direction and vision. The City is proposing to increase the tax levy by $484,140 or 7.22%. As a result of the continued growth in Otsego, the Total Tax Capacity (tax base) is expected to increase approximately 9.18%, with an estimated tax rate of 35.410, which is a reduction of 1.80%. As an example of how this might affect a resident of Otsego: • Due to market conditions, the value of your home increases 5.00%. • The City’s tax rate is decreasing 1.80%. • Your 2020 estimated City taxes would increase approximately 3.20%. Did you know that on average the City of Otsego taxes only account for approximately 27% of your annual property taxes? The remaining 73% are levied by Wright County and your School District. The annual Truth-in-Taxation meeting will be held on December 9th. The meeting is held to provide a forum for input and questions from the public regarding the proposed budget and property tax levy. At this same meeting, the Otsego City Council will consider adopting the: 1) 2020 Operating Budgets; 2) Property Tax Levy for Taxes Payable in 2020; and 3) 2020-2029 Capital Improvement Plan. Crews also plow 160 cul-de- sacs, 23.4 miles of bituminous path and 1.9 miles of sidewalk. Plowing activities begin whenever road conditions make driving difficult and are also dependent upon the time of day, current snow depth, and forecast. Larger roadways and collector streets are plowed on a priority basis followed by residential streets. Cul-de-sacs are plowed curb-to curb after residential streets are cleared. Sidewalks or paths near schools are cleared after roadways are cleared. Parking on city streets is prohibited after a snowfall of 2.0 inches or more until after the street has been plowed to its full width. There is no parking on a public street between 2:00 am and 6:00 am between November 1 and April 30. Please place all recycling bins behind the curb line to lessen the possibility of damage or tipping during snowplowing operations. Plow operators will not set up bins if they are knocked over. Property owners are responsible for removal of snow, ice and other debris from concrete sidewalks adjacent to their property within 36 hours after the snowfall has stopped. Residents are encouraged to not shovel their sidewalk until after the streets have been plowed. Snow Removal Violations Pushing, blowing, shoveling or storing snow onto or across public roadways is not permitted. County Roads Wright County clears the snow and ice from the county roads within Otsego. For issues related to snow removal or maintenance on a county road, please call 763.682.7384.
