The City has adopted Title 4, Section 5 of the City Code to regulate activities of door-to-door peddlers and
solicitors within Otsego.
Peddling and soliciting is the act of seeking to obtain orders for or sell directly retail goods and services.
The provisions of the City Code require peddlers and solicitors to obtain a license from the City. The
licensing process includes a background check and issuance of documentation to be carried by the person
conducting the door-to-door activities as a means to protect public safety. Section 4-5-4 of the City Code
currently exempts farm products grown within the City, persons exercising Constitutional rights to Free
Speech, persons selling wholesale to retail businesses, daily newspaper sales, or delivery of goods.
City staff recently received a request for door-to-door fundraising from Rogers Youth Hockey. Under the
current provisions of the City Code, a peddler -solicitor license would be required. The number of players
involved would make obtaining a peddler -solicitor license prohibitive. City staff is proposing an ordinance
amending the City Code to provide an additional exemption from the peddler -solicitor license requirement
for persons 18 years in age or younger involved in school sponsored activities or for youth organizations
benefiting from the sale.

CITY OF OTSEGO
COUNTY OF WRIGHT, MINNESOTA
AN ORDINANCE AMENDING THE CITY CODE REGARDING PEDDLERS,
SOLICITORS, AND TRANSIENT MERCHANT LICENSE EXCEMPTIONS.
THE CITY COUNCIL OF THE CITY OF OTSEGO DOES HEREBY ORDAIN:
Section 1. Section 4-5-4 of the City Code (Peddlers, Solicitors, and Transient
Merchants — Exemptions) is hereby amended to add the following provision:
F. Persons age eighteen (18) years or younger soliciting for school -sponsored
activities or for youth organizations where persons age eighteen (18) years or
younger are the members of the organization where the proceeds of the sale
benefit the school or youth organization.
Section 2. This Ordinance shall become effective immediately upon its passage
and publication.
