85th Street) and 78th Street (Page Avenue to 76th Street) Overlay Project.

BACKGROUND/JUSTIFICATION:
Page Avenue between 78th Street & 85th Street; and 78th Street between Page Avenue and 76th Street are
existing paved streets. The existing streets consist of 4 1/2" of bituminous surface that is 44' wide. The
pavement is 17 years old and is experiencing thermal cracking (transverse and longitudinal) due to its age.
These thermal cracks have allowed water to rehydrate the recycled concrete base. The trapped water has
caused these cracks to heave or tent in recent years and severely in winter months creating a very poor
profile and very poor rideability.
Staff has addressed the issue by providing weep holes through the recycled concrete base allowing water
to drain downward away from the pavement. Cracks have been filled with a premium type of crack filling
material to minimize water penetration to the base. Staff will evaluate how the preventative methods
work over the winter, but are confident the severe tenting will not return. In order to return the rideability
back to an acceptable level, a mill and overlay will be completed in 2020. The project consists of milling the
edges so the overlay will match the existing curb. Concrete aprons and curbing will be reviewed and any
portions in poor condition replaced. Catch basins will be rehabbed as needed.
The Capital Improvement Plan has a budget estimate of $333,400.84 for this overlay project. Attached is
an exhibit showing streets which are currently proposed for renewal in 2020. With approval to complete,
the City Council should expect plans and specifications available for approval and authorization for
advertisement for bid in February 2020. The project could potentially be awarded to the lowest
responsible bidder in March 2020.
