City staff is proposing updates to the snow and ice control operations policy that requires consideration of
changes to provisions of the City Code:
■ Section 5-2-2.A of the City Code requires property owners to remove snow and ice from sidewalks
abutting their property within 12 hours after a snowfall stops. This section is proposed to be
amended to expand the timeframe to 36 hours consistent with the proposed City policy for
removal of snow and ice from sidewalks abutting City properties or trails.
■ Section 7-2-2.D of the City Code establishes prohibiting parking on City streets after a snowfall of
2.5 inches to ensure streets are unobstructed for plowing curb -to -curb. The proposed City policy
for initiating snow removal is a snow event of 2 inches. The City code is proposed to be amended
to establish the 2 inch threshold for declaration of snow emergencies.
City staff has reviewed the proposed snow plow policy and ordinance amendments with the Administrative
and Public Works Subcommittees.

CITY OF OTSEGO
COUNTY OF WRIGHT, MINNESOTA
AN ORDINANCE AMENDING THE CITY CODE REGARDING SNOW REMOVAL.
THE CITY COUNCIL OF THE CITY OF OTSEGO DOES HEREBY ORDAIN:
Section 1. Section 5-2-2 of the City Code (Property Maintenance) is hereby amended
to read as follows:

A. Owners or occupants of real property shall maintain public sidewalks abuttina their
property to keep such walk safe and prevent a public nuisance affecting the safety of the
general public.
B Responsibility For Removal Of Snow And Ice: It shall be unlawful for the owner or the
occupant of real property to fail to remove snow and ice from sidewalks abuttina their
property within thirty six (36) hours after the snow or ice has been deposited.
EKQ. Depositing On Public Ways Prohibited: No person shall throw, deposit, place or dump
any snow, ice, dirt or rubbish or any other material or substance that may injure any
person or vehicle or otherwise obstruct travel upon any City street, including movement
of such materials or substances across the roadway for the purpose of depositing it
within boulevard or ditch portion the public right-of-way.
D. Special Assessment: After giving the owner or occupant of real property not in
compliance with this section two (2) days' advance written notice of noncompliance, the
city may cause the snow or ice to be removed and may assess the cost against the
property owner in accordance with Minnesota statutes section 429.101.
Section 2. Section 7-2-2.D of the City Code (General Parking Prohibitions) is hereby
amended to read as follows:
D. Snow Emergency: After a snowfall of at least two and one-half inches (2412') in the City,
parking is prohibited on any public streets, boulevards, ditches, and rights-of-way until
and after that particular public way has been plowed and the snow removed to the curb
Section 3. This Ordinance shall become effective immediately upon its passage and
publication.
