Call to Order.
Chair Angie Dehn called the meeting to order at 7:00 PM.
Roll Call: Chair Angie Dehn; Commissioners: Doug Cassady, Derrick Stark, Jim Breitbach
Angela Hilde, Kitty Baltos Travis Rittenbach, and Matt Killam.
City Council: Mayor Jessica Stockamp
Staff: Ross Demant, Parks and Recreation Director, Nick Jacobs, Park Maintenance II,
and Connie Schwecke, Administrative Assistant.
1. Open Forum.
2. Consider Agenda Approval.
Commissioner Baltos motioned to approve the agenda. Seconded by
Commissioner Stark. All in favor. Motion carried.
3. Consider Meeting Minutes.
3.1 April 16 2019 Regular Meeting Minutes and June 18, 2019; July 16, 2019;
August 20, 2019 and September 17, 2019 Special Meeting Minutes.
Commissioner Stark motioned to recommend to the City Council to
approve all meeting minutes as written. Seconded by Chair Dehn All in
favor. Motion carried.

5.12020 Capital Improvement Plan (CIP) review.
Parks and Recreation Director Demant reviewed memo and discussed three Prairie Park
projects for 2020.
• An addition to the Prairie Park dog park for small dogs, $10,000 budgeted.
Demant stated it would be built adjacent to the existing dog park. Demant said
the park is heavily used and has issues with worn areas. Chair Dehn
recommended re -using old turf. Demant stated that the city doesn't have access
to turf but would look into using other materials such as mulch or rock
aggregate.
• Splash pad improvements and expansion, $80,000 budgeted. Demant explained
that the city's splash pad is the only flow through system fed from a well in
Minnesota and this system is very cost effective because it isn't using city water.
• Four pickle ball courts, 160,000 budgeted. Commissioner Breitbach suggested a
walk way and space between courts. Demant agreed. Commissioner Baltos said
shade would be important in planning the placements of the courts. Demant
agreed and stated more trees would be planted and shade structures would
most likely be part of the plan as well.
Parks and Recreation Director Demant stated that each improvement project would be
brought back to the commissioners for discussion and decisions.
Commissioner Baltos motioned to recommend to the City Council to
proceed with the 2020 Capital Improvement Plan as written. Seconded
by Commissioner Rittenbach. All in favor. Motion carried.
6. Parks and Recreation Director Update.
Parks and Recreation Director Demant reviewed the sport associations meeting, Otsego
Prairie Festival, Pumpkin Patch, high school track meet, Norin Landing, Commission
appreciation dinner, Carricks Landing, Trails and Santa Day.
7. City Council Reports.
Mayor Jessica Stockamp gave an update to the commissioners.
8. Adjourn.
Commissioner Cassady motioned to adjourn. Seconded by
Commissioner Breitbach. All in favor. Motion carried. Adjourned at
8:20P.M.

RE: Norin Landing Shelter Rental
Item 5.1
The construction of Norin Landing Park was completed in August of 2019. Amenities in
the park include: a boat landing, fishing pier, river viewing areas, parking lot (ten single
stalls, and six pull through stalls), and a park shelter.
Staff have received several questions asking about if the Norin Landing Shelter is
reservable. A review of area parks with shelter located by water showed that the City of
Elk River rents their shelters which are located by Orono Park. These shelters are
located in close proximity Lake Orono and rent for $40 for the full day. Wright County
rents its shelters at Otsego Park for $25 per day. The fee for the shelter at Prairie Park is
$20 for resident and $25 for non-resident for a 3 -hour block.
Staff is recommending that the shelter at Norin Landing become available for rentals
during the 2020 season under the following guidelines:
• $40 for a'i2 day rental 9 a.m. to 3 p.m. &3 p.m. to 9 p.m.
• Groups 50 and smaller
• Must pick up own garbage
ACTION:
Staff is requesting that the Parks and Recreation Commission review the information in
the memo and provide a recommendation to the City Council.

RE: Spring/Summer Program Guide 2020
Background:
Staff are currently working on the 2020 Spring/Summer Program Guide. In past years,
the Parks and Recreation Commission have provided feedback and comments on the
upcoming programs and events.
2019 Programs that are continuing for 2020:
Farmers Market
• Drive in Movie
• Rec on the Go
• Pet Wellness Clinic/Puppy Yoga
Other Returning Programs for 2020:
TBall, Soccer, Basketball & Sport Camps, Tennis, Tumbling, Dance, Cheer & Porn
Camps, Golf, Archery, Flag Football, Dojo Karate, SOAR Theater, Canoe Trips,
Adult Fitness, Touch a Truck, and Entertainment in the Park.
Conclusion:
Staff is requesting that the Parks and Recreation Commission review the material
included in this memo and make recommendations for the 2020 summer program
guide.
