AGENDA ITEM DETAILS RECOMMENDATION: City staff recommends City Council approval of Plans and Specifications for the East Wastewater Treatment Facility Solids Phase 1 Project and authorize advertisement to bid. ARE YOU SEEKING APPROVAL OF A CONTRACT? IS A PUBLIC HEARING REQUIRED? No No BACKGROUND/JUSTIFICATION: Advanced Engineering and Environmental Services, Inc. (AE2S) has completed preliminary and final design in accordance with agreements approved by the City Council on January 14, 2019 and August 12, 2019. The prepared plans and specification for construction include the following schedule: • January 13 —Approve Plans & Specifications / Authorize Advertisement to Bid • January 16 — Bid Advertisement Commences • January 27 — Pre -Bid Meeting with Prospective Contractors • February 13 — Bid Opening • February 24 — Bids Presented to City Council for Project Award • March 1, 2021 — Substantial Completion • July 15, 2021— Final Completion Two Bid Alternates are included, and will be reviewed and recommendation provided at project award. 1. Alternative centrifuge manufacturer (Centrisys is base bid as the piloted system) 2. Photovoltaic Power Generation (Solar) System The 2020 Utility Budget includes $14,125,300 for construction funding of the East Wastewater Treatment Facility Solids handling building. The project eliminates long term liquid storage from the site by further processing liquid sludge into a solids material. The project is a key component of the Wastewater Master Plan (February 2018), "East Solids Phase 1" supporting long term goals and implementation phasing to meet growth expectations.
