BACKGROUND/J U STI FI CATI O N :
Page Avenue between 78th Street and 85th Street and 78th Street between Page Avenue and 76th Street
are paved streets consisting of 4 1/2" of bituminous surface 44' wide. The pavement is 17 years old and is
experiencing thermal cracking (transverse and longitudinal) due to its age. These thermal cracks have
allowed water to rehydrate the recycled concrete base. The trapped water has caused these cracks to
heave or tent in recent years and severely in winter months creating a very poor profile and very poor
rideability.
The City attempted to address the issues by providing weep holes through the recycled concrete base
allowing water to drain downward away from the pavement. A premium crack sealer was placed over the
tenting cracks and up to 12" wide to seal the primary and secondary cracks to minimize water penetration
to the base. This solution was completed in the summer of 2019 with a project cost of $35,556.80.
Currently, the tenting issue has returned to Page Avenue during the 2019-2020 winter. Though not as
severe it is still a bumpy ride along Page Avenue. It appears that the crack sealing material has re -cracked
and the water that is getting below the pavement is freezing before reaching the drilled holes as planned.
A mill & overlay of Page Avenue from 78th Street to 85th Street and along 78th Street from 76th Street to
Page Avenue was planned as part of the 2020 Street Renewal CIP. The CIP estimate is approximately
$333,400. Due to the reoccurrence of the tenting along Page Avenue, City staff is recommending that this
overlay project be revised. Overlaying the streets in their current condition will not resolve the problems
as the cracking and tenting are very likely to reflect through the new surface within a year or two.
In lieu of the mill and overlay project, City staff recommends Page Avenue from 79th Street to 85th Street
be reclaimed to a depth of 10.5" to combine all the existing pavement and concrete/aggregate layer below
creating a move permeable class 5 layer. In addition, the project will involve excavating a portion of the
subgrade material and adding a 6" thick clean sand drainage layer with drain tile, then replacing 6" of the
reclaim material as aggregate base and paving 4 %" thick. Damaged existing curb and gutter will be
replaced as part of the project with a few existing storm structures being rehabbed as needed. The 6"
excavated subgrade material (^2580 CY) can be used to fill one of the three City owned
commercial/industrial lots in Great River Centre or Waterfront East. The project will also produce excess
reclaim aggregate material (-2690 CY) which can be stockpiled at the Public Works yard for use on other
projects around the City.
We estimate the project construction costs to be approximately $560,000 with a total project cost of
$644,000.
With approval to complete the plans and specification, the City Council should expect plans and
specifications available for approval and authorization for advertisement for bid on February 24, 2020. The
project could potentially be awarded to the lowest responsible bidder at the March 23, 2020 City Council
meeting.
