01-13-20 Special City Council MinutesOTSEGO CITY COUNCIL SPECIAL MEETING OTSEGO PRAIRIE CENTER JANUARY 13, 2020 Call to Order. Mayor Stockamp called the meeting to order at 8:08 PM. Roll Call: Mayor Jessica Stockamp; Councilmembers: Tom Darkenwald, Jason Warehime, Corey Tanner, and Tina Goede. Staff: Adam Flaherty, City Administrator/Finance Director; Dan Licht, City Planner; Ron Wagner, City Engineer; and Ross Demant, Parks & Recreation Director. 1. School District No. 728 Partnerships. City Administrator/Finance Director Flaherty introduced the purpose of the meeting: Voters of School District No. 728 approved a Referendum in November 2019 that provided funding for the construction of a new Middle School in Otsego. City staff and ISD staff held a meeting on December 17, 2019 to discuss site considerations such as road access points and utility infrastructure for the future location of the Middle School. ISD staff inquired of City staff whether there are any partnership opportunities to improve or add certain facilities and amenities beyond ISD standards for the upcoming construction of the Middle School. The City Council and staff discussed the potential to partner with the School District on facilities and amenities. There was discussion that if some partnership were to come to fruition, having strong joint powers agreements in place would be necessary. The City Council concurred that this is an opportunity that needs further discussion. Mayor Stockamp motioned to schedule a special City Council meeting forJanuary 27, 2020 immediately following the completion of the regular City Council meeting, to be held at the Prairie Center, 8899 Nashua Avenue NE, Otsego, MN 55330. Seconded by CM Darkenwald. All in favor. Motion carried 5-0. There was further discussion for the City Council and staff to reference the Parks & Recreation Master Plan in preparation for the next meeting. City Council also directed Parks & Recreation Director Demant to have preliminary conversations with athletic organizations about their interest in joining the partnership opportunities. 2. Adjourn. CM Darkenwald motioned to adjourn. Seconded by CM Goede. All in favor. Motion carried 5-0.
