OTSEGO PLANNING COMMISSION MEETING

Call to Order.
Commissioner Offerman called the meeting to order at 7:00 PM.
Roll Call: Commissioners: Aaron Stritesky, Jim Kolles, David Thompson, Charles Foster,
Richard Nichols, Vern Heidner, and Alan Offerman; Absent: Chair Pam Black. City Staff:
City Planner Daniel Licht and Administrative Assistant Kelly Thelen.
1. Announcements:
City Planner Licht reviewed the announcements included in the Planning Commission
packet.
2. Consider the following minutes:
2.1 Planning Commission December 2, 2019.
Commissioner Thompson motioned to approve. Seconded by Commissioner
Nichols. All in favor. Motion carried.
3. Public Hearing Item:
3.1 Corkin Estates:
A. Conditional Use Permit to allow subdivision of lots less than 20
acres in area within the A-2 District.
B. Preliminary/Final Plat of 2 lots.
C. Vacation of existing drainage and utility easements.
City Planner Licht presented the Planning Report.
Applicant, Dennis Correll, 8478 Nashua Avenue Northeast, present and agreed with
report.
Vice Chair Offerman opened the Public Hearing at 7:06 PM.
Jon Holthaus, Keller Williams, asked about the effect of the Shoreland Overlay District.
City Planner Licht replied there is no effect as the natural environment lake is located
west of Nashua Avenue.
Commissioner Offerman brought the discussion to the Planning Commission members
at 7:08 PM.

Commissioner Heidner asked if the area between the lot line and 85th Street will be
turned back to the property owner. City Planner Licht answered it will remain City
property due to the trail through the existing right of way.
Commissioner Thompson asked if there will be two new driveways on 85th Street
Northeast. City Planner Licht responded correct.
Commissioner Offerman returned to the public for additional comment at 7:09 PM.
There were no other comments from the public.
Commissioner Offerman closed the public hearing at 7:10 PM.
Commissioner Thompson motioned to recommend approval of a vacation of
existing drainage and utility easements, a conditional use permit, and
preliminary/final plat for Corkin Estates, subject to the six conditions.
Seconded by Commissioner Foster. All in favor. Motion carried.
4. Update on City Council actions.
City Planner Licht updated the Planning Commission on recent City Council actions.
5. Update on future Planning Commission Agenda items.
City Planner Licht updated the commissioners on possible future agenda items.
6. Adjourn.
Commissioner Stritesky motioned to adjourn. Seconded by Commissioner
Thompson. All in favor. Motion carried. Adjourned at 7:12 PM.
