AGENDA ITEM DETAILS RECOMMENDATION: City staff recommends the City Council approve a Resolution Supporting Regional Park and Trail Designation. ARE YOU SEEKING APPROVAL OF A CONTRACT? IS A PUBLIC HEARING REQUIRED? No No BACKGROUND/JUSTIFICATION: In January 2019, the City Council approved partnering with Wright County and the cities of Monticello and Clearwater to pursue a Request for Proposal (RFP) for the Great River Regional Trail Masterplan. The grouped worked with HKGi to review data that was collected through community input, demographical information, and current long-term planning. Once collected, this data was used to map out a potential trail route and incorporate that into a masterplan. With this masterplan in place, the next step is to apply for Regional Trail Designation from the Greater Minnesota Parks and Trails Association. If designated, the City and County would have the access to substantially more grant funding opportunities to implement future trail sections as outlined in the Great River Regional Trail Masterplan The Parks and Recreation Commission reviewed and voted unanimously to recommend the City Council approve the resolution of support. SUPPORTING DOCUMENTS ATTACHED: 0 Resolution 2020-10 CITY OF OTSEGO COUNTY OF WRIGHT STATE OF MINNESOTA RESOLUTION NO: 2020-10 SUPPORTING REGIONAL PARK OR TRAIL DESIGNATION APPLICATION TO GREATER MINNNESOTA PARKS AND TRAILS ASSOCIATION WHEREAS, that City of Otsego as a joint applicant, formally supports and authorizes Wright County to submit the Great River Regional Trail on behalf of the partnership, for Designation as a Regional Park or Trail in Greater Minnesota; and WHEREAS, that as a joint applicant we are fully aware of the information provided in the application and associated responsibilities, including long-term commitments as defined in the application and related master plan and supporting information as submitted; and WHEREAS, that, should The Great River Regional Trail receive formal designation as a Regional park or trail in Greater Minnesota by the Commission, that as the joint applicant we have the legal authority to enter into formal designation and funding agreements with the Commission for the referenced park or trail; and WHEREAS, that the City of Otsego certifies they will comply with all applicable laws and regulations associated with regional designation and any future grant funding for their respective portions of any project; and NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OTSEGO, MINNESOTA: 1. That the above resolution was adopted by Wright County (listed lead agency) and the City of Otsego (joint applicant). ADOPTED by the Otsego City Council this 10th day of Feburary, 2020.
