AGENDA ITEM DETAILS RECOMMENDATION: City staff recommends the City Council approve the Plans and Specifications and Authorize Advertisement for Bids for the Well #9 and Pumphouse #1 Improvements, City Project No. 20-04. ARE YOU SEEKING APPROVAL OF A CONTRACT? FIS A PUBLIC HEARING REQUIRED? No No BACKGROUND/J USTI FI CATI O N: Well #1 had poor water quality and low water volume. In 2019, an exploratory test well down to the Mount Simon Aquifer was completed and tested well for low contaminates and good flow. Well #1 has since been sealed and capped per Code. Transfer of about a % acre of land to the City from School District 728 for the new location of Well #9 (approximately 100 ft south-west of existing Well #1) has been completed. Plans and specifications have been prepared for drilling the new Well #9 and reconnecting to the existing raw watermain along the western ROW of CSAH 42. This line will carry the water from the new well to Pumphouse #1. The new well site will include a paved driveway entrance from CSAH 42, power supply, all electrical enclosures, and SCADA equipment. The power supply line will be enclosed within conduit to deter rodents chewing on the underground power lines. Improvements to Pumphouse #1 are needed with the new well. Improvements will include upsizing pipes along the Well #9 line as well as along the Well #6 line to increase overall system performance. All piping (existing and new) will be repainted within the Pumphouse, including in the chemical room as part of this project. This project was originally budgeted within the 2019 CIP at an estimated cost of $1,100,000. The exploratory well was completed in 2019, as was numerous grant applications to offset the project costs. Since construction did not occur in 2019, the project was again included in the 2020 CIP at an estimated cost of $800,000. So far in 2020, the land acquisition has taken place as well as the preparation of plans and specifications. The current engineers estimate of the project is $641,055, which is not inclusive of costs already incurred for the project. Pending Council approval, the project will be advertised for competitive bidding, with possible Council consideration of accepting bids and awarding a contract in March. The project is expected to be completed by July 1, 2020.
