ITEM 3.2B SCC 2.24.2020 MinutesITEM 3.213 OTSEGO CITY COUNCIL SPECIAL MEETING OTSEGO PRAIRIE CENTER FEBRUARY 24, 2020 6:00 PM Call to Order. Mayor Stockamp called the meeting to order at 6:04 PM. Roll Call: Mayor Jessica Stockamp; Councilmembers: Corey Tanner, Tom Darkenwald, and Jason Warehime. Absent: Councilmember Tina Goede. Staff: Adam Flaherty, City Administrator/Finance Director; Kurt Neidermeier, Utility Manager; Daniel Licht, City Planner; Assistant City Engineer, Brent Larson and Tami Loff, City Clerk. Also, present: Steve Bot, City Administrator of St. Michael. 1. Biosolids Land Application MOU-City of St. Michael. This is a follow up from the February 10, 2020 City Council meeting. The City Administrator from St. Michael, Steve Bot, presented the request from St. Michael proposing an agreement for Biosolids land application. He said St. Michael would cover the cost of the permit fee and soil samples which they would then use initially in 2020 and then on an emergency basis with the consent of the City of Otsego thereafter. The land application permit would be in the name of the City of Otsego. St. Michael will be responsible for all transfer permit costs including testing, reporting and land application. The agreement would remain in place for a length of five years and can be terminated by either parry given 120 days' notice. There was discussion on if the City should be looking at additional land for application. The City Council asked City staff for a map of all the current land applications sites in Otsego. Utility Manager Neidermeier to send that out in a future weekly update. After additional discussion the City Council concurred for City staff to work on an agreement with St. Michael. 2. Elected Official Training. This item will be rescheduled for some time in April due to an insufficient amount of time available and CM Goede being absent. 3. Adjourn.
