City staff recommends the City Council approve accepting bids and awarding the contract for the Well #9
and Pumphouse #1 Improvements, City Project No. 20-04.

BACKG RO U N D/J USTI F I CATI ON:
Bids were opened for the Well #9 and Pumphouse #1 Improvements on March 17, 2020. A total of
two bids were received as shown on the attached Bid Tabulation. Municipal Builders, Inc. of Andover,
Minnesota is the apparent responsible low bidder.
This project was originally budgeted within the 2019 CIP at an estimated cost of $1,100,000. The
exploratory well was completed in 2019, as was numerous grant applications to offset the project
costs. Since construction did not occur in 2019, the project was again included in the 2020 CIP at an
estimated cost of $800,000. The engineers estimate for construction costs was $562,510.
City staff recommends awarding a contract to the low bidder, Municipal Builders, Inc. Municipal Builders,
Inc has not completed work within the City of Otsego to our knowledge but their main subcontractors have
done extensive work within the City (Taut Wells and Omann Brothers).
