City staff recommends the City Council approve Ordinance No. 2020-02 amending the City Code regarding
the fee for the North Mississippi Watershed.

BACKGROUND/JUSTIFICATION:
The developer for Parkview Retail requested property south of 881h Street be included within the North
Mississippi Watershed due to land constraints for planned development and ponding required. City staff
have reviewed the storm pipe sizing and storm pond sizing and determined that with some new storm pipe
and some minor extension of trunk sewer, some of the property can be included. Costs for this review
were paid by the developer.
Including the property south of 881h Street and west of Parkview Avenue (Parkview Grand Apartment) also
requires the inclusion of property further west of the Parkview Retail Plat (see attachment). The additional
property and the additional storm pipe have changed the amount needed to be collected by the City per
acre of developable property within the North Mississippi Watershed from $6,565 per gross acre to $7,045
per gross acre, therefore the amendment of the ordinance.

CITY OF OTSEGO
COUNTY OF WRIGHT, MINNESOTA
AN ORDINANCE AMENDING THE CITY CODE OF THE CITY OF OTSEGO.
THE CITY COUNCIL OF THE CITY OF OTSEGO DOES HEREBY ORDAIN:
Section 1. Section 8-4-1 (Storm Sewer Improvement District) of the City Code is
hereby amended to include the following fees:
c. North Mississippi Watershed 7,045.00 6,556-.9G/gross acre
Section 2. This Ordinance shall become effective immediately upon its passage
and publication.
