AGENDA ITEM DETAILS RECOMMENDATION: City staff recommends City Council approve the Plans and Specifications and Order Advertisement for Bids for the Page Avenue Reclaim Project. ARE YOU SEEKING APPROVAL OF A CONTRACT? IS A PUBLIC HEARING REQUIRED? No No BACKGROUND/JUSTIFICATION: A mill & overlay project of Page Avenue from 78th Street to 85th Street and along 78th Street from 76th Street to Page Avenue was part of the 2020 Street Renewal CIP. Due to the reoccurrence of the tenting issue along Page Avenue, City staff previously recommended that this overlay project be revised to a reclaim project from 79th Street to 85th Street. Per Council's direction, additional soil borings were completed along Page Avenue from south of 79th Street to 78th Street. These soil borings did show that the gravel material below the pavement south of 79th Street does differ from the material north of 79th Street (was not identified as "concrete"). This may indicate that the south section of street may not have the same issues as the north portion. But the borings also depict a siltier-sand subgrade which is higher in fines. The higher fines may be a concern as the subgrade material could be slower to drain. With this additional information and the minor tenting that is being observed south of 79th Street already, Staff recommends that Page Avenue from 79th Street to 78th Street be included in the proposed reclaim project at this time. Attached are plans and specifications for the Page Avenue Reclaim Project from 78th Street to 85th Street. The project includes removing and replacing damaged concrete curb and gutter as well as a concrete valley gutter. The bituminous and aggregate base will be reclaimed to a depth of approx. 10.5" to combine all the existing pavement and concrete/aggregate layer below creating a move permeable class 5 layer. The project will involve excavating a portion of the subgrade material and adding a 6" thick clean sand drainage layer with drain tile, then replacing 6" of the reclaim material as aggregate base and paving 4 %" thick. Excess reclaim material will be removed so the new pavement can match into the existing curb and gutter. The excess reclaim material will be stockpiled on City owned property to use as fill or on future street projects. Also included in the project are upgrades to the bituminous trail to current ADA standards. This includes removing bituminous trail at intersections to install concrete ramps at appropriate ADA slopes with truncated domes. This project is included within the Capital Improvement Plan (CIP). The CIP had estimated this year's project to cost approximately $333,400 for the original mill and overlay project. Upon completion of the plans and specifications, the estimated project costs for the Reclaim Project is approximately $844,266.
