RESOLUTION NO: 2020-24
SUSPENDING PENALTIES ON DELINQUENT UTILITY BILLING ACCOUNTS
WHEREAS, on March 13, 2020, Minnesota Governor Tim Walz issued Emergency Executive Order 20-01
declaring a peacetime emergency and coordinating Minnesota's strategy to protect Minnesotans from
COVID-19; and
WHEREAS, on March 23, 2020, the Otsego City Council adopted Resolution 2020-20 declaring a local
peacetime emergency due to the COVID-19 health pandemic; and
WHEREAS, the COVID-19 health pandemic has the possibility of causing variable and wide-ranging
effects on the residents and businesses within the City; and
WHEREAS, the City Council wants to avoid imposing financial hardship on the residents and businesses
within the City during the COVID-19 health pandemic; and
WHEREAS, the City of Otsego City Code Section 8-1-9-A, states that a late payment fee of ten percent
(10%) shall be assessed on the unpaid portion(s) on all delinquent utility accounts.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OTSEGO, MINNESOTA:
1. The City Council has suspended the late payment fee outlined in City Code Section 8-1-9-A for a
period of three months, effective with the April 2020 billing period.
ADOPTED by the Otsego City Council this 13th day of April, 2020.
