City staff recommends the City Council approve an Ordinance Amendment to the City Code to provide an
exemption to requirements for lawful gambling permit.

BACKGROUND/JUSTIFICATION:
City Clerk Loff was contacted by the Champlin Park High School Senior Party Board who would like to hold a
purse bingo event at Rockwoods Bar and Grill on May 4th. Currently they are not included within our trade
area. This State permit is different than a City premise permit; this a one-time free State permit signed by
the City Clerk that doesn't need to be approved by the City Council.
City Clerk Loff brought this to an Administrative Subcommittee meeting to question if this would be
something the City would allow, as it would bring increased traffic into a City business. The Administrative
Subcommittee was agreeable to provide an exemption for one-time events.
City Clerk Loff spoke with the MN Gambling Control Board asking if a party other than an establishment's
Premise Permit holder could apply for a raffle or bingo at that establishment. Staff at the Gambling Control
Board said as long as they do obtain the State permit; a one-time bingo event by a separate non-profit can
be allowed at the same location, otherwise that will put the premises permit in jeopardy.
That being said with the current COVID-19 it is unclear if this event would still occur. Restaurants have
been ordered to remain closed until at least May 3. City staff still would recommend to continue to make
this change to be prepared if it is rescheduled or if there are other possible users.
City staff has drafted the attached amendment to the City Code that would allow a non-profit outside of
the trade is to obtain a permit once a year.

CITY OF OTSEGO
COUNTY OF WRIGHT, MINNESOTA
AN ORDINANCE AMENDING THE CITY CODE TO PROVIDE FOR AN EXEMPTION
TO REQUIREMENTS FOR A LAWFUL GAMBLING PERMIT.
THE CITY COUNCIL OF THE CITY OF OTSEGO DOES HEREBY ORDAIN:
Section 1. Section 4-7-3 of the City Code (Lawful Gambling - Exceptions) is hereby
amended to add the following provision and renumber subsequent sections accordingly:
B. Bingo conducted by an organization awarding less than fifty thousand dollars ($50.000) in
prizes for not more than one (1) occasion during a calendar year.
Section 2. This Ordinance shall become effective immediately upon its passage and
publication.
