AGENDA ITEM DETAILS RECOMMENDATION: City staff is recommending that the City Council approve the revisions to job descriptions for multiple positions. ARE YOU SEEKING APPROVAL OF A CONTRACT? No No BACKGROUND/J U STI FI CATI O N: On February 24, 2020, the City Council accepted a proposal from BakerTilly to conduct a Classification and Compensation Study (the Study). Included in the scope of services of the Study, is a job evaluation component, which is based on the Systematic Analysis and Factor Evaluation (SAFE) System. The City implemented the SAFE system with the completion of the study in 2015. BakerTilly will review the job evaluation factors for up to five positions as outlined in the scope of services. Prior to such a review, it was important to review all City job descriptions to ensure they accurately reflect the work that employees are conducting. The job description review process is outlined as follows: - Job descriptions distributed to each employee - Employees reviewed theirjob description and offered suggestions - Supervisors and employees met individually to discuss the suggestions - Supervisors made appropriate changes and reconfirmed changes with each employee - Supervisors presented the modified job descriptions to the City Administrator Upon completion of these steps, the City Administrator presented the job description modifications to the Administrative Subcommittee at the April 8 meeting, and the Public Works Subcommittee at the April 15 meeting. Both Subcommittees concurred with the modifications as presented and recommended they be placed on a future City Council consent agenda for approval. In an effort to conserve the significant amount of paper it would require to include each of the job descriptions, they have not been included within your paper packets. They were distributed electronically to the City council on April 24, 2020 and are included electronically on the City's website with the remainder of the packet items. To summarize, the following positions have proposed modifications: - Administration o Accountant o Administrative Assistant o Building Permit Technician o City Clerk o Utility Billing - Parks & Recreation o Parks & Recreation Director o Parks Maintenance II o Administrative Assistant — Parks & Recreation - Public Utilities o Utility Operations Manager o Utility Foreperson o Utility Operator - Public Works o Street Operations Manager o Street Foreperson o Street Maintenance II o Street Maintenance I o Fleet Maintenance Technician If the City Council approves the modifications to the job descriptions, City staff will then communicate the progress update to BakerTilly so that they may commence with the work plan of the Study. Upon commencement of the Study, BakerTilly approximates a three-month completion timeframe, which is subject to modifications from the City. The goal of City staff is to have this study completed in time for inclusion within the 2021 budget review process.
