Call to Order.
Mayor Stockamp called the meeting to order at 8:01 PM.
Roll Call:
Mayor Jessica Stockamp; Councilmembers: Tom Darkenwald, Corey Tanner, Tina Goede, and Jason
Warehime. Staff: Adam Flaherty, City Adminstrator/Finance Director; Dave Kendall, City Attorney(*);
Daniel Licht, City Planner(*); Ron Wagner, City Engineer (*); and Tami Loff, City Clerk.
This meeting is proceeding under MN State Statute 13D.021 allowing members to appear by telephone
or video conference due to the ongoing health pandemic and state of emergency. For the record, the
Mayor, all Council members, and certain City staff were present in-person. Those indicated with a (*)
attended via video conference.
Pledge of Allegiance: Mayor Stockamp led in the Pledge of Allegiance.
1. Open Forum.

2. Consider Agenda Approval.
CM Darkenwald motioned to approve as written. Seconded by CM Goede. Roll Call: those
for, Goede, Warehime, Stockamp, Darkenwald, Tanner. Those opposed: None. Motion
carried 5-0.
3. Consent Agenda.
3.1 Approve Claims List.
3.2 Approve City Council Meeting Minutes.
A. April 13, 2020 Meeting_
3.3 Adopt Ordinance 2020-05 Exemption to Requirements for a Lawful Gambling Permit.
3.6 Approve Proposed Modifications to Job Descriptions.
3.7 Consider Resolution 2020-25 Accepting Bids and Awarding Contract for Page Avenue
Improvements.
3.8 Approve Ordinance 2020-06 Biosolids Code Amendment.
CM Tanner motioned to approve. Seconded by CM Warehime. Roll Call: those for; Goede,
Warehime, Stockamp, Darkenwald, Tanner. Those opposed: None. Motion carried 5-0.
4. Public Hearing:
4.1 Vacation of Drainaae and Utilitv Easement over all of Outlot A. RiverDlace 2nd Addition

City Planner Licht presented the staff report.

Mayor Stockamp opened the Public Hearing at 8:04 PM. Hearing no public comments Mayor Stockamp
closed the Public Hearing at 8:04 PM.
CM Warehime motioned to adopt Resolution 2020-26 vacating existing drainage and utility
easements within the proposed plat of Otsego East Wastewater Treatment Facility.
Seconded by CM Goede. Roll Call: those for; Goede, Warehime, Stockamp, Darkenwald,
Tanner. Those opposed: None. Motion carried 5-0.
5. Public Works:
5.1 Consider Approval of an Encroachment Agreement between the City and Casey Darkenwald.
CM Darkenwald removed himself from this item and stepped out of the Council chambers at 8:06 PM.
City Planner Licht presented the staff report. The City Attorney has drafted the attached agreement to
allow contraction of a driveway not to exceed 20 feet width; the encroachment agreement is a
requirement of the Conditional Use Permit approved in 2010.
CM Warehime motioned to approve. Seconded by Mayor Stockamp. Roll Call: those for;
Goede, Warehime, Stockamp, Tanner. Those opposed: None. Motion carried 4-0.
5.2 Consider Engineering Analysis of Collector Street Speed Limits and Traffic Controls.
CM Darkenwald returned at 8:09 PM.
City Engineer Wagner presented the staff report. He stated the Public Works Subcommittee discussed
traffic control on Odean Avenue and Citywide residential collectors streets for consistency purposes. He
further stated this discussion came about due to a change in the Statute regulating speed limits. City
Engineer Wagner said City staff also recommends an all way stop be placed at Odean Avenue and 75tH
Street intersection to be consistent with other like inersections within the City. CM Warehime questioned
if the speed limit is enforceable through Ordinance. City Attorney Kendall said City staff spoke on this
and feel yes that is would be the best way to enforce.
CM Warehime said he doesn't agree with 40 MPH for Odean Avenue; he stated he is in favor of the four
way stop at 75th Street. CM Darkenwald stated 75th and Odean is the corner of the future fire station. He
asked if there have been any accidents on Odean since it's been 55 MPH. The Wright County Deputy
stated nothing out of the ordinary that he can think of. City Engineer Wagner explained again that City
staff recommends to keep it more uniform across the city to help guide residents and Wright County
Sheriff.
There was discussion on speed limits on local residential streets. The City Council concurred with no
change at this time. After additional discussion the City Council concurred with 45 MPH. An Ordinance
will be brought to the City Council on May 11.
CM Darkenwald motioned to direct City staff to prepare an ordinance establishing a speed
limit of 45 miles per hour for residential collector streets within or abutting the sewer
districts for consideration at the May 11, 2020 City Council meeting. Seconded by CM
Tanner. Roll Call: those for; Goede, Warehime, Stockamp, Darkenwald, Tanner. Those
opposed: None. Motion carried 5-0.
5.3 Consider Logo Options for Water Tower #2.
Utility Operations Manager Neidermeir presented the logo options. City staff is recommending option 1.
The City Council concurred with option 1; thicker text with larger button.
Mayor Stockamp motioned to approve option 1 (thicker text with larger button) to be used
for Water Tower #2. Seconded by CM Tanner. Roll Call: those for; Goede, Warehime,
Stockamp, Darkenwald, Tanner. Those opposed: None. Motion carried 5-0.

6. City Council Reports and Updates.
6.1 Metro Appliance Recycling Claim List.
CM Warehime abstained.
CM Darkenwald motined to approve the Metro Appliance Recycling Claim List in the amount
of $1,169.15. Seconded by Mayor Stockamp. Roll Call: those for; Goede, Stockamp,
Darkenwald, Tanner. Those opposed: None. Motion carried 4-0. CM Warehime abstained.
Other:
CM Darkenwald asked if Wright County has been in contact with the business owners along CSAH 39
and CSAH 42. City Adminsitrator/Finance Director Flaherty said that Wright County staff will be hand
delivering project flyers in the area; Wright County has their first project meeting this Wednesay. Mayor
Stockamp stated she received a lot of calls today regarding the road closure at CSAH 39. The main
complaints were from residents north of CSAH 39 where drivers are cutting through. Wright County is
planning on adding additional signage. A Wright Count Deputy was present this evening and spoke on
this; he stated today all three squads increased presence in that area.
7. Staff Reports and Updates.
City Planner Licht stated the next Planning Commission meeting is scheduled for May 4
