RESOLUTION NO: 2020-28
ADOPTING THE FEDERAL GRANTS POLICY
WHEREAS, the City of Otsego on occasion receives funding through federal awards; and
WHEREAS, federal awards are required to be administered pursuant to Title 2; Subtitle A; Chapter II; Part
200 of the Code of Federal Regulations; and
WHEREAS, the Office of Management and Budget (OMB) Uniform Grant Guidance Compliance Supplement
(UGG) require all sub -recipients of federal awards to establish and maintain internal controls designed to
reasonably ensure compliance with Federal laws, regulations and program compliance requirements; and
WHEREAS, written policies and procedures are part of the necessary internal controls and are required as a
precondition to receiving federal awards; and
WHEREAS, this policy has been prepared to document the policies and procedures for the administration of
federal awards of the City of Otsego; and
WHEREAS, this policy contains the internal controls and grant management standards used by the City of
Otsego to ensure that all federal awards are lawfully expended; and
WHEREAS, the City Council has met to discuss and review the policy; and
WHEREAS, the City Council has determined that the policy shall be in force and effect upon the date of
adoption of this resolution.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OTSEGO, MINNESOTA:
That the Federal Grants Policy as attached hereto is hereby adopted effective immediately.
