ITEM 3.2A 5.11.2020 MinutesITEM 3.2A OTSEGO CITY COUNCIL MEETING OTSEGO PRAIRIE CENTER MONDAY, MAY 11, 2020 Call to Order. Mayor Stockamp called the meeting to order at 7:24 PM. The meeting started late following the Board of Review at 5:30 PM. Roll Call: Mayor Jessica Stockamp; Councilmembers: Tom Darkenwald, Corey Tanner, Tina Goede, and Jason Warehime. Staff: Adam Flaherty, City Adminstrator/Finance Director; Dave Kendall, City Attorney(*); Daniel Licht, City Planner (*); Ron Wagner, City Engineer (*); and Tami Loff, City Clerk. This meeting is proceeding under MN State Statute 13D.021 allowing members to appear by telephone or video conference due to the ongoing health pandemic and state of emergency. For the record, the Mayor,all Council members, and certain City staff were present in -person. Those indicated with a (*) attended via video conference. Pledge of Allegiance: Mayor Stockamp led in the Pledge of Allegiance. 1. Open Forum. No items. 2. Consider Agenda Approval. CM Tanner motioned to approve as written. Seconded by CM Goede. Roll Call: those for; Goede, Warehime, Stockamp, Darkenwald, Tanner. Those opposed: None. Motion carried 5- 0 3. Consent Agenda. 3.1 Approve Claims List. 3.2 Approve City Council Meeting_ Minutes. A. April 27, 2020 Meeting. B. April 27, 2020 Board of Review. 3.3 Approve City Council Special Pay for April, 2020. 3.4 Accept Quotes for Dog Park Expansion. 3.5 Approve Pay Estimate #1 and Change Order #1 for the Well #9 and Pumphouse #1 Project. 3.6 Approve the Renewal of the City's Workers Compensation Coverage. 3.7 Motion to Call Special Meetings for Review of the 2021 Budget and Property Tax Levy. 3.8 Adopt Ordinance 2020-08 Zoning Map Amendment and Conditional Use Permit for White. 3.9 Approve Amended Harvest Run East Final Plat and Development Agreement (Resolution 2020-27). 3.10 Approve Plans & Specifications and Order Advertisement for Bids — Pickleball Courts. 3.11 Adopt Resolution 2020-28 Adopting the Federal Grants Policy. 3.12 Accept Proposal for Special Inspection and Testing Services — East WWTF Biosolids Building. CM Tanner motioned to approve. Seconded by CM Darkenwald. Roll Call: those for; Goede, Warehime, Stockamp, Darkenwald, Tanner. Those opposed: None. Motion carried 5-0. 4. Public Works: 4.1 Consider Speed Limit Ordinance 2020-09. Page 1 of 2 City Engineer Wagner presented staff report which included a finalized study of speed limits for residential collector streets and a draft ordinance to implement the recommendation of the study. This includes 45 MPH for Odean Avenue. The Public Works Subcommittee discussed the traffic control on Odean Avenue at their April meeting and recommended approval. CM Warehime stated he was glad to see the speed limit at 45 MPH rather than the 40 MPH discussed. CM Warheime also questioned the Queens Avenue proposing 35 MPH all the way to CSAH 36. City Engineer Wagner stated that is a commercial collector street which is not included in this Ordinance; only looking at the residential collectors at this time. CM Tanner motioned to approve the City Engineer's study of speed limits on residential collector streets and adopt Ordinance 2020-09 etablishing speed limits on City Streets. Seconded by CM Warehime. Roll Call: Goede, Warehime, Darkenwald, Tanner, Stockamp. Motion carried 5-0. 5. City Council Reports and Updates. CM Warehime stated Metro Applicance Recycling had a total of 60 cars for Clean Up Days this year. He noted the count was down this year in comparison to average, which was estimated in the mid 80's. 6. Staff Reports and Updates. City Admininistrator/Finance Director Flaherty gave an update on legislative activity pertaining to COVID- 19 as well as elections. City Clerk Loff reminded the City Council the next meeting is Tuesday, May 26 due to Memorial Day and City Engineer Wagner gave some project updates. 7. Adjourn. CM Darkenwald motioned to adjourn.
