City staff is recommending that the City Council approve the comparable cities to be utilized for the
Classification and Compensation Study.

BACKGROUND/JUSTIFICATION:
On February 24, 2020, the City Council accepted a proposal from BakerTilly to conduct a Classification and
Compensation Study (the Study). Included in the scope of services of the Study, is a market survey
component, which is based on comparable cities that will represent a comparable and appropriate labor
market.
BakerTilly has developed a group of comparable cities for use in the market survey. The current group of
comparable cities includes 26 cities representing 10 different counties. The group includes 18 cities that
were used in the previous Study, and replaced 4 cities from the previous Study with 8 new cities.
City staff is seeking direction from the City Council to either affirm or modify the group of comparison
cities. Upon approval, BakerTilly would commence the market survey component of the Study. The goal is
to have this study completed in time for inclusion within the 2021 budget review process.
