05-11-20 Board of Review MinutesCITY OF OTSEGO BOARD OF REVIEW OTSEGO PRAIRIE CENTER MONDAY, MAY 11, 2020 5:30 PM 1. Mayor Jessica Stockamp will call the Board of Review to order. Mayor Stockamp called the Board of Review to order at 5:30 PM. Roll Call: Mayor Jessica Stockamp; Councilmembers: Tom Darkenwald, Corey Tanner, and Tina Goede. Councilmember Jason Warehime arrived at 6:34 PM. Staff: Adam Flaherty, City Administrator/Finance Director, City Planner, Daniel Licht (*) and Tami Loff, City Clerk. Attending from the Wright County Assessor's Office (*); Wright County Assessor Tony Rasmuson, Appraiser Mike Vanderlinden, Senior Commercial Appraiser Lori Thingvold, and Appraiser Jaimee Jensen. This meeting is proceeding under MN State Statute 13D.021 allowing members to appear by telephone or video conference due to the ongoing health pandemic and state of emergency. For the record, the Mayor, all Council members, and certain City staff were present in-person. Those indicated with a (*) attended via video conference. CM Goede motioned to close all new appeals. Seconded by CM Tanner. Roll call: Goede, Darkenwald, Stockamp, and Tanner. Motion carried 4-0. 1. Local Board of Appeal and Equalization (Reconvened from April 27, 2020). Commercial; Charles Kolles, 118-500-221201, 15509 90th Street and; Katherine Mathison Coles, 118-500- 221202,15613 90th Street. Mr. Kolles was not in attendance. Wright County Commercial Appraiser Thingvold reviewed the data collected and referenced the handout distributed to the Council. Wright County recommends no change to either of these two properties. Mayor Stockamp questioned the split residential and commercial value amount regarding PID 118-500-221202. Appraiser Vanderlinden said value $92,000 residential land value and $15,000 commercial land value. Ms. Coles addressed the Council; disagreeing with the recommendation from Wright County. CM Darkenwald motioned to adjust the value for 118-500-221202 to $266,300. Seconded by CM Goede. Roll Call: those for; Goede, Stockamp, Darkenwald, Tanner. Those opposed: None. Motion carried 4-0. CM Darkenwald motioned to adjust the value for 118-500-221201 to $268,400. Seconded by CM Goede. Roll Call: those for; Goede, Stockamp, Darkenwald, Tanner. Those opposed: None. Motion carried 4-0. LTH Kalland LLC; Steve Kavan, 118-800-261200 and 118-800-262106. Wright County Commercial Appraiser Thingvold reviewed the data collected and referenced the handout distributed to the Council. She stated the property owner has dropped the appeal for the two smaller properties (118-254-002010 and 118-254-002020). Wright County recommends no change to either of these two properties. H Mr. Kavan addressed the Council; disagreeing with the recommendation from Wright County. CM Darkenwald motioned no change to the values of 118-800-261200 and 118-800- 262106. Seconded by CM Tanner. Roll Call: those for; Goede, Stockamp, Darkenwald, Tanner. Those opposed: None. Motion carried 4-0. Ford; Mark Ford, 118-500-264414 and 118-500-264101. Mr. Ford was not in attendance. Wright County Appraiser Vanderlinden referenced the handout distributed to the Council. Wright County is recommending an estimated market value of $26,200 for the parcel and $310,700 combined for both parcels and the residential home. CM Darkenwald motioned to adjust the value to $10,000 for 118-500-264101 stating due to the uniqueness of the parcel. Seconded by CM Tanner. Roll Call: those for; Goede, Stockamp, Darkenwald, Tanner. Those opposed: None. Motion carried 4-0. Riverwood National; Doug Andrews, 118-190-012160, 8899 Kahl Way. Wright County Appraiser Vanderlinden referenced the handout distributed to the Council. Wright County is recommending an estimated market value of $581,700, which was a decrease from the proposed $625,000. Mr. Andrews addressed the Council; he referenced the neighboring property that has been on the market for over 5 years at a listing price he feels is too high. Mr. Andrews is requesting the value be adjusted to $525,000. Councilmember Warehime arrived at 6:34 PM. CM Warehime asked for the tax payable for 2020 for the comparisons used in the Wright County data provided; $6,694 (1), $4,406 (2), $5,138 (3), $4,040 (4), $5,120 (5). Appraiser Vanderlinden clarified that Wright County doesn't use that information to determine the values. CM Darkenwald motioned to adjust the value of 118-190-012160 to $563,400. Seconded by CM Tanner. Roll Call: those for; Goede, Stockamp, Darkenwald, Tanner. Those opposed: None. Motion carried 4-0. CM Warehime abstained due to arriving late. Jim Freeland, 118-190-012150, 8900 Kahl Way. Wright County Appraiser Vanderlinden referenced the handout distributed to the Council. Wright County is recommending lowering the market value to $542,500, which was a decrease from the proposed $569,900. Mr. Freeland (*) addressed the Council; presenting sales data he collected. He is requesting the value at $505,000. CM Tanner motioned to adjust the value of 118-190-01250 to $542,500. Seconded by CM Darkenwald. Roll Call: those for; Goede, Stockamp, Darkenwald, Tanner and Warehime. Those opposed: None. Motion carried 5-0. Travis Wims, 118-339-001010, 8853 Kahl Way. Wright County Appraiser Vanderlinden referenced the handout distributed to the Council. Wright County recommends no change to the value. Mr. Wims (*) addressed the Council, disagreeing with the recommendation from Wright County. He feels his property is overvalued. He is requesting the value at $470,000. CM Warehime stated the last couple years, when the county has come to us with these assessments they have shown the increase of values of homes in Otsego at around 8% and now we are hearing that the sales stats are not reaching 8%; he questioned why sales are not going up but assessments are. Wright County Appraiser Vanderlinden said the overall increase city wide is this past year was 4.7%. CM Darkenwald motioned no change to value for 118-339-001010. Seconded by CM Tanner.
