ITEM 3.2B SCC 5.26.2020 MinutesITEM 3.26 SPECIAL CITY COUNCIL MEETING OTSEGO CITY HALL MAY 26, 2020 Call to Order. Mayor Jessica Stockamp called the meeting to order at 6:01 PM, Roll Call: Mayor Jessica Stockamp; Councilmembers: Corey Tanner, Tom Darkenwald, and Tina Goede. Absent: Councilmember Jason Warehime. Staff: Adam Flaherty, City Administrator/Finance Director; Daniel Licht, City Planner (*); Ross Demant, Parks and Recreation Director; Kevin Lamson (*), Street Operations Manager; Kurt Neidermeier, Utility Manager; and Tami Loff, City Clerk. This meeting is proceeding under MN State Statute 13D.021 allowing members to appear by telephone or video conference due to the ongoing health pandemic and state of emergency. For the record, the Mayor, three Council members, and certain City staff were present in -person. Those indicated with a (*) attended via video conference. 2020 Budaet Discussion. Council Roundtable; CM Darkenwald stated some of the items he will want to look at are the effect on tax collections, reserve funds and the capacity for City sewer and water rate changes. City Administrator/Finance Director Flaherty spoke on a recent article regarding Sherburne County which has collected more than half of the amount property taxpayers are expected to pay this year despite the current pandemic. He further stated the City currently budgets for 99% tax collection. He would recommend increasing the uncollectible amount going into the next budget. He also said the rate study will be complete in time for setting the budget which should help in the budget process for setting utility rates. Mayor Stockamp said due to the current circumstances she would ask that City staff bring back recommendations on potential budget cuts that could be done if needed; and prioritize the recommended budgeted items. The City Council concurred. There were no other items discussed. Property Tax; City Administrator/Finance Director Flaherty reviewed preliminary property tax levy information from the current tax information available. Assumptions; City Administrator/Finance Director Flaherty reviewed information he had gathered. The City Council concurred to start with 1.5%. The next meeting is scheduled for Monday, June 8, 2020 at 6:00 PM. 2. Adjourn. CM Darkenwald motioned to adjourn. Seconded by CM Tanner. Roll Call: those for; Goede, Stockamp, Darkenwald, Tanner.
