City staff recommends the City Council adopt the attached Resolution appointing a Ballot Board for the
2020 Elections.

BACKGROUND/JUSTIFICATION:
Minnesota State Statute 20313.121, Subd. 1 requires the City to establish an Absentee Ballot Board by June
26, 2020 for the August Primary. It is the responsibility of the Absentee Ballot Board to accept and reject
absentee ballots and other duties as outlined in Minnesota State Statute 20313.121 Subd.2. The City Clerk
and Deputy Clerk have recently been trained. Wright County has delegated the training of the Absentee
Board to the City Clerk. The City Clerk will work with Elections Judges/City Staff before June 26 to be
trained as required.

RESOLUTION NO: 2020-33
ESTABLISHING AN ABSENTEE BALLOT BOARD
WHEREAS, the City of Otsego is required by Minnesota Statutes 203B.121, Subd. 1 to establish an
Absentee Ballot Board by June 26, 2020, and,
WHEREAS, this board will bring uniformity in the processing of accepting or rejecting returned absentee
ballots in City of Otsego, and,
WHEREAS, the Absentee Ballot Board should consist of a sufficient number of election judges as
provided in sections 20413.19 to 204B.22 and/or the city clerk and deputy city clerk and city staff who
have received training in the processing and counting of absentee ballots,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OTSEGO, MINNESOTA:
1. The City of Otsego hereby establishes an Absentee Ballot Board as follows:
Bethany Benting, Sandy Lindenfelser, Kelly Thelen, Barb Williams, Kathy Grover,
Mary Olson, Tami Loff.
2. Wright County has delegated the training responsibility to the Local Election
Administrator for the Absentee Ballot Board.
