Terhaar License No. 24441 DATE: June 12, 2020 Per the request of the City of Otsego, we have estimated the number of dwelling units that can be developed prior to the construction of 85th Street. The City has determined the maximum daily traffic volume on 80th Street should not exceed 1,500 vehicles per day on any portion of the street. Based on this requirement, we have estimated the number of dwelling units that can be built for the following two scenarios: Scenario 1 - Hunter Hills development only Scenario 2 - Hunter Hills development and development of the property immediately to the west Based on traffic volume data collected for the Traffic Impact Study, the existing daily traffic volume on 80th Street immediately east of CSAH 19 is 498 vehicles per day and 528 vehicles per day immediately west of McIver Avenue. As shown in the site plan, 80th Street will be reconstructed to eliminate east/west through movements east of Lander Avenue. 80th Street will provide access to CSAH 19 to the west and access to McIver Avenue to the east but will not provide a continuous east/west route. Assuming the closure of 80th Street and no additional development, the daily volume immediately east of CSAH 19 would be 90 vehicles per day and 120 vehicles per day immediately west of McIver Avenue. Scenario 1 - Hunter Hills development only As shown in the site plan, the development includes 380 single family dwelling units and 76 townhouse dwelling units located south of 85th Street. The remaining 134 single family dwelling units are located north of 85th Street. Using the trip generation and distribution information presented in the Traffic Impact Study, we estimate that 62 percent of the 380 single family dwelling units and 76 townhouse dwelling units located south of 85th Street can be constructed while maintaining a daily volume on 80th Street under 1,500 vehicles per day. Exceptional outcomes. 236 single family units. We estimate the daily volume immediately east of CSAH 19 would be 1,499 vehicles per day and 1,283 vehicles per day immediately west of McIver Avenue. Scenario 2 - Hunter Hills development and development of the property immediately to the west As described in the Traffic Impact Study, the property located immediately west of the proposed project is expected to be developed with 240 single family homes by 2025. The trips generated by this development were included in the traffic forecasts. Using the trip generation and distribution information presented in the Traffic Impact Study, we estimate that 40 percent of the 380 single family dwelling units and 76 townhouse dwelling units located south of 85th Street and 68 percent of the 240 dwelling units to the west can be constructed while maintaining a daily volume on 80th Street under 1,500 vehicles per day. This equates to 30 townhouses and 152 single family units in Hunter Hills and 96 single family units to the west. We estimate the daily volume immediately east of CSAH 19 would be 1,493 vehicles per day and 1,278 vehicles per day immediately west of McIver Avenue. Summary Using the trip generation and distribution information presented in the Traffic Impact Study, we estimate the following number of dwelling units can be constructed while maintaining a daily volume on 80th Street under 1,500 vehicles per day: • Scenario 1 - 236 single family dwelling units and 47 townhouse dwelling units in Hunter Hills and 0 single family dwelling units to the west • Scenario 2 - 152 single family units and 30 townhouses in Hunter Hills and 96 single family units to the west. 2 T:\7150 Laketown Builders LLC\08\traffic memo 061220.docx
