AGENDA ITEM DETAILS RECOMMENDATION: City Staff is recommending approval of change order proposals for the East WWTF Biosolids Project. ARE YOU SEEKING APPROVAL OF A CONTRACT? IS A PUBLIC HEARING REQUIRED? No No BACKGROUND/JUSTIFICATION: A pair of force mains were missed on the initial survey and utility locates for the design phase but were located during the construction staking. The force mains are adjacent (about 8' at the closest) to the building corner near the slab -on -grade garage and frost footing. A pipe failure (unlikely, but possible) could undermine the foundation. Several risk mitigation options were considered, and these change orders represent the overall best value to the City. • CPR02 will deepen the foundation adjacent to the force mains to avoid potential for undermining. • CPR03 will include additional excavation and installation of pipeline joint restraints to further reduce the risk potential of pipeline failure. These Change Orders are related and must be approved together for these price estimates, but were separated as CPR02 is better quantified and lump sum and CPR03 is more variable and proposed as a time and materials not -to -exceed to provide a better cost to the City. The total of the two change orders amounts to $60,861.00. Funding will be from the contingency already included in the SRF loan. The change orders would be reflected on future pay applications. Note that CPR01 will not be used. Also included in this proposal is the excavation work needed to deepen the foundation as shown on the attached plan sheet. Due to the unknowns related to this scope of work, Rice Lake proposes to perform this work on a not to exceed, time and material basis at the rates shown on the attached breakout sheet. The not to exceed price of this CPR is $45,365.00. After the pipe and foundation wall have been backfilled, 10 hours of labor and equipment will be deducted to account for what was included in the original bid for the foundation excavation/backfill work. Approval of this CPR also requires the approval of CPR02. At this time, it does not appear that a contract extension would be required.
