City staff recommends the City Council approve the quote from Commercial Recreation Specialists for
$79,779.64 for the purchase and installation of improvements to the Prairie Park Splash Pad.

BACKGROUND/JUSTIFICATION:
In the summer of 2017, staff diagnosed that there was a broken line underneath the splash pad that fed
one of the east side features. During the period that a solution to fix the line was being discussed, a
determination was made to delay any repairs until a system wide parks and recreation master plan could
be completed. Completing the master plan would allow for a better understanding of current and future
needs both at Prairie Park and throughout the park system.
In February of 2018, the City Council voted to begin the parks and recreation system master planning
process with HKGi. During this process, surveys were conducted via in -person interviews, web surveys, and
e-mail surveys. This information was then consolidated into recommendations that were reviewed by
staff, the Parks and Recreation Commission, and finally by the City Council. The Otsego Parks and
Recreation System Masterplan was approved at the July 22, 2019 City Council meeting.
During the Capital Improvement Plan (CIP) process, staff referenced the adopted master plan to prioritize
capital improvement projects. One of the projects that was identified as a high priority, was improving
elements and internal components on the splash pad. $80,000 was the cost estimate to complete this
project which was scheduled for 2020.
Staff worked with Commercial Recreation Specialists (CRS) to develop a recommended plan for the
Commission and Council to review. CRS is the company the City worked with to install the splash pad in
2011.
The plan was reviewed with the Parks and Recreation Commission at their June 2020 meeting. The
Commission recommended minor changes and recommended moving the plan for Council approval.
The funds identified in the Capital Improvement Plan were $80,000. The quoted amount from CRS for
equipment and installation is $79,779.64. If approved, staff estimates the work to begin in mid to late
September.
The warranty for the installed features is one year. The estimated useful life for the news is 10+ years and
will be included into the Parks CIP replacement schedule when appropriate.
