ITEM 3.2A 7.13.2020 MinutesITEM 3.2A OTSEGO CITY COUNCIL MEETING OTSEGO PRAIRIE CENTER MONDAY, JULY 13, 2020 Call to Order. Mayor Stockamp called the meeting to order at 7:00 PM. Roll Call: Mayor Jessica Stockamp; Councilmembers: Jason Warehime, Corey Tanner and Tina Goede. Councilmember Tom Darkenwald was absent. Staff; Dave Kendall, City Attorney (*); Daniel Licht, City Planner; Ron Wagner, City Engineer; and Tami Loff, City Clerk. This meeting is proceeding under MN State Statute 13D.021 allowing members to appear by telephone or video conference due to the ongoing health pandemic and state of emergency. For the record, the Mayor, three Council members, and certain City staff were present in -person. Those indicated with a (*) attended via video conference. Pledge of Allegiance: Mayor Stockamp led in the Pledge of Allegiance. 1. Open Forum: Melissa Deleeuw, 11426 75th Street NE, stated she is here regarding the odor near her home from the West Wastewater Facility; the smell has gotten worse and she is now able to smell within her home. She said she realizes that they are hauling as a short term solution and asked the City Council for a long term solution. Ms. Deleeuw recommended capping it. City Engineer Wagner said that they are currently hauling to Big Lake and Buffalo and when hauling it does get agitated. They will be hauling until probably the end of the month and then once emptied they will continue to empty as it is received. He further explained the East Wastewater Treatment Center expansion that is underway and will be operational in May of 2021 which is the long term plan being that it will eliminate storage at both facilities and will eliminate the outside odors. Lori Vander Heyden, 7456 Lambert Avenue NE, and Jeremy Buboltz, 11466 75th Street NE, both had similar concerns as above. The City Council agreed that this needs to be taken care of as quickly as possible. CM Warehime explained the City Council has been working with a third party on this item and he said we will continuing working hard on it and try to get it done quickly. 2. Consider Agenda Approval. CM Warehime motioned to approve as written. Seconded by CM Tanner. All in favor. Motion carried 4-0. 3. Consent Agenda. 3.1 Approve Claims List. 3.2 Approve City Council Meeting Minutes. A. June 22, 2020 Meeting. B. June 22, 2020 Special Meeting. C. June 29, 2020 Special Meeting. 3.3 Approve City Council Special Pay for June 2020. 3.4 Project Payments: Page 1 of 3 A. Pay Estimate #3 for Well #9 and Pumphouse #1 Improvements. B. Pay Estimate #14 for 85th Street & Maciver Avenue Improvements. C. Pay Estimate #2 for 88th Street & Parkview Avenue Improvements. 3.5 Approve Appointment of Councilmember Tanner to Serve on Wright County Advisory Committee. 3.6 Approve Quote from Commercial Recreation Specialists for Prairie Park Splash Pad Improvements. 3.7 Approve Resolution 2020-42 Accepting Donation from The Bank of Elk River. CM Warehime motioned to approve. Seconded by CM Tanner. All in favor. Motion carried 4- 0. 4. Development: 4.1 Hunter Hills: A. Zoning Map Amendment Rezoning from Al District to R5 District. B. Environmental Assessment Worksheet. (EAW� C. PUD-CUP and Preliminary Plat of 59 Single Family Lots. City Planner Licht presented the staff report. Applicant Dale Willenbring was present and reviewed the project. Mayor Stockamp asked on the original number of lots. Mr. Willenbring said originally Phase 1 was going to be 59 lots and now it is 64 lots. Mayor Stockamp also asked what side the trail will be on. City Planner Licht stated on the north side. CM Goede asked if there will be a shoulder on 80th Street. City Planner Licht said yes. He stated that within the plat it still will be the narrow roadway which will either be updated as development occurs or the City can initiate a project. CM Tanner said due to the comments earlier from residents on the odor should there be any concern with the new homes coming on in the West Wastewater Treatment Facility. City Engineer Wagner said no; stating by the time these homes are contributing to the system the new East facility will be up and running. CM Tanner questioned where Hunter Hills would rank in neighborhood size if developed to full potential. City Planner Licht said it will be similar to Martin Farms as planned initially on both sides of Maciver Avenue and a little more then Zimmer Farms. City Planner Licht said it's important to note that this is only the 64 lots as outlined on the preliminary plat they would still need to come back for approval of the remainder. CM Warehime said he has talked to a couple residents in this area that have standing water issues already from all the water coming down those fields. He said he did talk to the City Engineer on this and it looks like this plan should help elevate part of that problem they have; he said also there are some drain tile there. He questioned if it doesn't what recourse would a resident take to correct if there is an issue. City Engineer Wagner said this project does have some significant size wetland which is helpful in this project for storage area besides the ponds that they are building and the connection point is with the 80th Street storm sewer system that is already in place and brings that water more directly after its gone through the wetland and storm pond to Otsego Creek and then the Mississippi River he further stated as far as recourse the earlier the City knows about it the earlier the City can look at what might be the issue to see if we can correct it. City Planner Licht said to CM Warehime point on that southwest corner the resident City Engineer met with you can see this large stormwater basin that is being put in place will capture the stormwater before it gets to those wetlands so that should address their stormwater issues that they are having today. CM Warehime asked the City Planner to show him on the map the hybrid road is on 80th Street. City Planner Licht said the yellow line essentially about 3/8th of a mile east of Maciver Avenue. Mayor Stockamp asked when that road will be constructed. City Planner Licht said the section within the plat will be constructed as part of the phasing plan when they build these lots fronting to it. CM Tanner motioned to adopt Resolution 2020-43 finding no need for an EIS for the Hunter Hills residential development; adopt Ordinance 2020-11 amending the Zoning Map; and approve a PUD-CUP/Preliminary Plat for Hunter Hills subject to the conditions as stated on 7/13/20 the findings of fact and decision as presented. Seconded by CM Goede. All in favor. Motion carried 4-0. 5. City Council Reports and Updates. 5.1 Discuss Resumption of City Advisory Commission Meetings. This is a follow up on when the City Council recommends the Advisory Commission meetings resume due to COVID-19. Mayor Stockamp noted that the Parks and Recreation meetings have resumed using Zoom. City Clerk Loff stated the Otsego Heritage Preservations and Public Safety Commission meetings on August 11 will need to be rescheduled due to Primary Elections that day. The City Council directed Advisory Commissions to resume starting in September with adequate spacing and setup for each commission and following guidelines for capacity. There was discussion on the Otsego Festival. City Planner Licht said the Festival Committee will be meeting this week to discuss status. 6. Staff Reports and Updates. City Planner Licht said there will be no Planning Commission meetings in July and City Engineer Wagner gave some project updates. 7. Adjourn. CM Warehime motioned to adjourn. Seconded by CM Goede.
