RECOMMENDATION:
City staff is seeking direction from the City Council on the resumption of penalty charges for delinquent
utility billing accounts.

BACKGROUND/JUSTIFICATION:
To avoid imposing financial hardship on the residents and/or businesses within the City during the current
COVID-19 health pandemic, the City Council adopted Resolution 2020-24 suspending penalties on
delinquent utility billing accounts through June 2020 billing. At the June 22, 2020 meeting, the City Council
motioned to extend the suspension through July 2020 billing, with the request to discuss next steps at a
future City Council meeting.
City staff has gathered the attached information to aid the City Council in those discussions.
