Chair Angie Dehn called the meeting to order at 6:00 PM. Roll Call: Chair Angie Dehn; Commissioners: Matt Killam, Kitty Baltos, Angela Hilde(*), Jim Breitbach(*), Liz Benoit(*) Absent: Commissioner Doug Cassady City Council: Mayor Jessica Stockamp Staff: Ross Demant, Parks and Recreation Director, Nick Jacobs, Parks and Recreation Operation Coordinator and Connie Schwecke Recreation Coordinator. This meeting is proceeding under MN State Statute 13D.021 allowing members to appear by telephone or video conference due to the ongoing health pandemic and state of emergency. For the record, the chair, other commissioners and staff were present in- person. Those indicated with a (*) attended via video conference. 1. Open Forum. 2. Consider Agenda Approval. Commissioner Baltos motioned to approve the agenda. Seconded by Chair Dehn. All in favor. Motion carried. 3. Consider Meeting Minutes. 3.1 June 16, 2020 Regular Meeting Minutes. Commissioner Killam motioned to recommend to the City Council to approve all meeting minutes as written. Seconded by Commissioner Baltos. All in favor. Motion carried. 4. Unfinished Business. 5. New Business. 5.1 Otsego Lions Park Project Ga -Ga Pit. Parks and Recreation Director Demant presented memo and introduced Chad Christian. Mr. Christian stated that the Lions Club were interested to fully fund a Ga -GA Pit and thought it would make a nice addition to Prairie Park and he believed it is a great way to use funds to give back to the community. Commissioner Killam explained that Ga -Ga Pit game is similar to 4 square where the ball is striked to try and getting people out. Killam also stated that it is a great activity for kids and adults and is popular in other communities Commissioner Baltos questioned if recreation would develop programs. Parks and Recreation Director Demant stated we would eventually offer some Intro to Ga ITEM 3.1 Ga programming but not right away especially with the MDH Guidelines during the pandemic. Commissioner Baltos motioned to recommend to the City Council to approve installation of a Ga -Ga pit at Prairie Park. Seconded by Chair Dehn. All in favor. Motion carried. 5.2 Improving River Access. Parks and Recreation Director Demant presented memo. After discussion, the commissioners decided to proceed with improving river access and adding into the CIP Commissioner Killam motioned to recommend to the City Council to improving access into the CIP discussions. Seconded by Commissioner Hilde. All in favor. Motion carried. 6. Parks and Recreation Update. Parks and Recreation Director Demant presented report. Demant discussed the pickleball court complex, splash pad updates and the bridge at Carrick's Waterfront Park. 7. City Council Reports. Mayor Jessica Stockamp presented City Council Report. 8. Written by Connie Schwecke, Parks and Recreation Administrative Assistant Item 5.1 PARKS ` Recreation otsegoparksrec.com TO: Parks and Recreation Commission FROM: Parks and Recreation Director Demant DATE: August 13, 2020 RE: Prairie Park Field Improvements Background: At the May 2020 Parks & Recreation Commission meeting, Commissioners assigned prioritized 8 initiatives identified in the masterplan. The eight priorities are as follows: 1. Wayfinding (Park Signage) 2. Improve River Access 3. Partner with School District to Improve Athletic Fields 4. Prairie Center Improvements 5. Classify City Owned Open Spaces as Greenways or Natural Areas 6. Athletic Field Improvements 7. Highlands of River Pointe Improvements 8. Develop New Neighborhood Parks The Parks and Recreation Commission reviewed and provided recommendations for wayfinding and river access at prior meetings. With School District field partnership already underway with the construction of the middle school, Prairie Center improvements being reliant on a potential community survey, and classifying City owned open spaces as greenways or natural areas not have an initial budget impact, the next priority to review would be athletic field improvements. Currently, the City has 6 baseball fields that are available to the youth association groups. Of the six fields, four are located at Prairie Park. The current amenities at the Prairie Park Ballfields include: • 2 Fields measuring 290 feet and 2 field measuring just over 280 feet. • 8 Enclosed uncovered dugouts • 4 Sets of bleachers • 1 10x8 storage building • 1 Drinking fountain • Electrical service 1 Item 5.1 During the information gathering for the masterplan, ballfield improvements (concessions, bathrooms, and lights) were mentioned. In 2015, a cost estimate was developed for reference during the capital improvement planning process. This cost estimate was created before construction of the middle school and creation of the parks and recreation masterplan. However, this estimate can now be used as a reference for improving the current complex. Staff would recommend the first step in this process would work with athletic groups to create a concept plan that would identify amenities. The cost estimate for this would be approximately $15,000. The second step then would be to create costs estimates and construction documents for the proposed upgrades. The cost estimates for the improvements could be between $150,000 to $400,000 depending on the type of amenities added and/or improved. Additionally, during the field improvement/ expansion discussions with Boreal Futbol Club (formerly TRSA Soccer), representatives indicated the need for lighted fields at Lehrke Soccer Complex. Currently, BFC is making payments to the City for construction of the soccer fields totally $100,000. The last scheduled payment will be made in 2021. BFC is proposing to continue those payments for the installation of lights to the south field. The estimate for installation is approximately $168,000.
