RESOLUTION NO: 2020-55
ADOPTING THE EMERGENCY GRANT PROGRAM POLICY
WHEREAS, the World Health Organization declared COVID-19 a pandemic on March 11, 2020; and
WHEREAS, the President declared the COVID-19 pandemic a national emergency on March 13, 2020; and
WHEREAS, the State of Minnesota declared a peacetime emergency in response to the COVID-19 pandemic
on March 13, 2020; and
WHEREAS, the Coronavirus Aid, Relief, and Economic Security (CARES) Act was signed into law on March 27,
2020;and
WHEREAS, the City of Otsego received an allocation of funding from the CARES Act; and
WHEREAS, an eligible expense associated with the CARES Act is the provision of economic support in
connection with the COVID-19 pandemic including grants to small businesses; and
WHEREAS, small businesses are integral and vital to the economic and social fabric of the City; and
WHEREAS, this policy has been prepared to document the emergency grant program of the City; and
WHEREAS, the City Council has met to discuss and review the policy; and
WHEREAS, the City Council has determined that the policy shall be in force and effect upon the date of
adoption of this resolution.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OTSEGO, MINNESOTA:
1. That the Emergency Grant Program Policy as attached hereto is hereby adopted effective
immediately.
