ITEM 2.2ITEM 2_2 OTSEGO SPECIAL PLANNING COMMISSION MEETING OTSEGO CITY HALL .lune 29, 2020 7:00 PM Call to Order. Chair Offerman called the meeting to order at 7:00 PM. Roll Call: Chair Alan Offerman; Commissioners: Charles Foster; Present via teleconference: Richard Nichols, David Thompson, Vern Heidner, Aaron Stritesky, Pam Black, Absent: Commissioner: Jim Kolles; City Council Present: Mayor Jessica Stockamp, CM Goede, CM Tanner. City Staff: City Planner Daniel Licht and City Deputy Clerk Bethany Benting. 1. Announcements: Commissioners may be participating via teleconference in accordance with Minnesota Statute 13D.015. 2. Public Hearin_ Items: 2.1 Michels: A. Site and Building Plan Review B. Interim Use Permit for outdoor storage C. Preliminary/Final Plat of 1 lot City Planner Licht presented the Planning Report. Applicant, Dan Buehrens, Michels Corporation, was present and agreed to the staff report. Chair Offerman opened the Public Hearing at 7:10 PM. There were no public comments. Chair Offerman closed the Public Hearing at 7:11 PM. Commissioner Foster asked about the traffic impacts to Kadler Avenue and 70th Street. City Planner Licht explained that Kadler Avenue and 70th Street are able to support traffic. Commissioner Foster also wanted to know if Michels is relocating to Otsego, or will continue their operations in Rogers. Mr. Buehrens stated the operations currently in Rogers will be moved to Otsego. Minutes of the Otsego Planning Commission June 29, 2020 Page 2 Commissioner Heidner talked about his concerns about dirt/gravel being dragged on pavement. City Planner Licht said City Staff has recommended conditions to require additional paved surfaces to address the issue. Commissioner Thompson wants to know about the water in the conditions. City Planner Licht said it is addressed in condition number 11. Commissioner Nichols brought up the City Engineer's comments regarding grading plan and run off. City Planner Licht said it was addressed under condition number 14. Commissioner Nichols was also concerned about heavy traffic. City Planner Licht said the City could post weight restricts on Kadler Avenue north of 731d Street if needed. Commissioner Stritesky asked about traffic generation for the proposed use. Mr. Buehrens commented that there are crews that set up in the morning, and leave, but wasn't sure on how many crews there were per day. City Planner Licht stated that the property has been zoned for industrial use based on the ability for existing streets to accommodate traffic generated by allowed uses. Commissioner Thompson says if necessary, the City should post signs stating no right turns. Chair Offerman thinks most wouldn't turn north anyways on Kadler towards 39. City Planner Licht said the City has options to restrict traffic from going north if needed but it is not expected. Chair Offerman asked if the proposed landscaping recommendations are consistent with that required for Bury Industries. City Planner Licht responded that he confirmed the landscaping recommendations for the 2 projects are consistent. Commissioner Thompson motioned to recommend approval of a preliminary/final plat, site and building plans, and conditional use permit for Michels Corporation subject to the following conditions as stated in the report.
