AGENDA ITEM DETAILS RECOMMENDATION: City staff recommends approval of Proclamations for Direct Support Professional and National Chiropractic Health Month. ARE YOU SEEKING APPROVAL OF A CONTRACT? IS A PUBLIC HEARING REQUIRED? No No BACKGROUND/JUSTIFICATION: The Mayor and City staff were contacted with requests for support for the attached Proclamations. All Mayoral and City Proclamations recognizing events, persons, and official observances shall be adopted by a majority of Councilmembers. The City Council wishes to extend appreciation to both these services for their support given to individuals and families within our community. BUDGET INFORMATION FUNDING: BUDGETED: N/A City of Otsego Proclamation No.4 Direct Support Professional Recognition Week WHEREAS: Direct Support Professionals (DSPs) are the primary providers of community - based long-term support services for tens of thousands of individuals with disabilities in Minnesota; and WHEREAS: DSPs are valued for their work in building respectful and trusted relationships with individuals to assist them with their most intimate needs; and WHEREAS: DSPs provide essential support to individuals with disabilities to stay connected to family, friends, coworkers, and the community, helping them to define and live a quality life; and WHEREAS: DSPs provide a broad range of individualized supports, including meal preparation, medication assistance, personal care and life skills training, mobility, work and life enrichment opportunities, and other daily tasks; and WHEREAS: DSPs support informed choices and person -centered practices that honor and respect the individuals with disabilities they serve; and WHEREAS: During the COVID-19 outbreak, DSPs have played an instrumental role in ensuring safety and maintaining dedicated support and care for those they serve; and WHEREAS: An adequate workforce of high -quality DSPs is necessary for the people of Minnesota to respond to the needs of people with disabilities, and minimize more costly settings such as hospitals or institutions; and WHEREAS: DSPs are one of the fastest growing positions in Minnesota and demand for their skills is great; and yet low wages and demographic trends are creating a growing shortage of DSPs, leading to increased turnover; and WHEREAS: Public officials are key advocates in building awareness and addressing the issues facing this publicly funded workforce. NOW, THEREFORE, I, Jessica Stockamp of Otsego, do hereby proclaim September 13-19, 2020, as: DIRECT SUPPORT PROFESSIONAL RECOGNITION WEEK By: ATTEST: Tami Loff, City Clerk Mayor Jessica Stockamp City of Otsego Proclamation No. 5 National Chiropractic Health Month 2020 WHEREAS, Chiropractors are physician -level healthcare providers who focus on the whole person as part of their hands-on, nondrug approach to pain management and health promotion, and who have special expertise in the prevention, treatment and rehabilitation of musculoskeletal conditions and injuries; WHEREAS, Chiropractors were identified in a March 2020 memo by the U.S. Department of Homeland Security as part of the essential healthcare workforce and many have continued to serve their patients and communities since the beginning of the COVID-19 pandemic; WHEREAS, With many Americans working from home and attending school online since the beginning of the pandemic, the incidence of musculoskeletal conditions has grown due in part to an increase in sedentary lifestyles, poor posture and stress; WHEREAS, Even before the pandemic, musculoskeletal conditions have been among the most commonly reported medical conditions for adults and seniors; among them, low back pain is the single leading cause of disability worldwide, preventing people from participating in daily and recreational activities; WHEREAS, Chiropractic care is widely recognized as one of the safest nondrug, noninvasive approaches available for the treatment of low back pain and other musculoskeletal complaints; WHEREAS, In addition to their expertise in spinal manipulation, chiropractors have broad diagnostic skills and are trained to recommend therapeutic and rehabilitative exercises, and to provide nutritional, dietary and lifestyle advice; WHEREAS, Chiropractors recognize that physical activity can improve symptoms, decrease disability, and improve function and well-being in a range of chronic musculoskeletal conditions, in addition to reducing stress and anxiety and enhancing sleep and quality of life; WHEREAS, The American College of Physicians low back pain treatment guidelines released in 2017 promote the use of noninvasive, nondrug approaches such as spinal manipulation as a first line of defense against back pain, and groups such as the Centers for Disease Control and Prevention and the Joint Commission have also adopted positions supporting this approach; WHEREAS, National Chiropractic Health Month 2020 serves as a reminder to all citizens of Otsego that noninvasive, nondrug treatments for low back pain and other musculoskeletal conditions such as spinal manipulation and other chiropractic services, combined with an active, healthy lifestyle, may lessen or eliminate the need for riskier, potentially addictive treatments such as prescription pain medications and surgery. WHEREAS, the City of Otsego, Minnesota officially joins with the American Chiropractic Association as it promotes the benefits of movement, good posture, healthy living and a nondrug approach to pain management with its "Active and Adaptive" campaign by proclaiming October 2020 National Chiropractic Health Month.
