09-01-20 Special City Council MinutesSPECIAL CITY COUNCIL MEETING OTSEGO PRAIRIE CENTER SEPTEMBER 1, 2020 Call to Order. Mayor Jessica Stockamp called the meeting to order at 5:34 PM. Roll Call: Mayor Jessica Stockamp; Councilmembers: Corey Tanner, Jason Warehime, and Tina Goede (*). Absent: Councilmember Tom Darkenwald. Staff: Daniel Licht, City Planner; and Tami Loff, City Clerk. This meeting is proceeding under MN State Statute 13D.021 allowing members to appear by telephone or video conference due to the ongoing health pandemic and state of emergency. For the record, the Mayor, two Council members, and certain City staff were present in-person. Those indicated with a (*) attended via video conference. 1. Hunter Hills: a. Final Plat. b. Resolution 2020-56 Approving a Development Agreement. City Planner Licht presented the staff report. Applicant Dale Willenbring (*) and project Engineer Marty Campion (*) were present and agreed with the staff report. CM Warehime said at the last meeting regarding this project there was discussion on a couple residents that have standing water issues from the water coming down those fields. City Planner Licht said the City Engineer reviewed the plans to ensure the stormwater from the development will not impact those residents. CM Warehime also asked about the drain tile that was in question at the last meeting. Project Engineer Campion said he met with that property owner of the drain tile and they are addressing it. CM Warehime motioned to approve a final plat for Hunter Hills subject to the conditions stated by the Findings of Fact and Decision as presented and adopt Resolution 2020-56 approving a Development Agreement. Seconded by CM Tanner. Roll Call: those for; Goede, Tanner, Warehime, Stockamp. Those opposed: None. Motion carried 4-0. 2. Adjourn. CM Warehime motioned to adjourn. Seconded by CM Tanner.
