OTSEGO CITY COUNCIL MEETING
OTSEGO PRAIRIE CENTER
MONDAY, SEPTEMBER 14, 2020
Call to Order.
Mayor Stockamp called the meeting to order at 7:04 PM.
Roll Call:
Mayor Jessica Stockamp; Councilmembers: Tom Darkenwald, Corey Tanner, Tina Goede, and Jason
Warehime. Staff; City Administrator/Finance Director Adam Flaherty, Dave Kendall, City Attorney; Daniel
Licht, City Planner; Ron Wagner, City Engineer (*); and Tami Loff, City Clerk.
This meeting is proceeding under MN State Statute 13D.021 allowing members to appear by telephone
or video conference due to the ongoing health pandemic and state of emergency. For the record, the
Mayor, four Council members, and certain City staff were present in -person. Those indicated with a (*)
attended via video conference.
Pledge of Allegiance: Mayor Stockamp led in the Pledge of Allegiance.
1. Open Forum:
Michael Steiner, 10604 74th Lane NE, stated he is a new resident within Kittredge Crossing. He is
concerned with the gap of sidewalk access along 70th Street between Kalland Avenue and County Road
19. He is asking the City Council to consider completing that quarter mile section. City Planner Licht said
to provide connectivity in that area the Parks and Recreation Director has included that section in the
Parks CIP discussion in October.
Keith Knutson, 6630 O'Dean Avenue NE, stated his concern for what he feels is illicit business at the
dead end road near his property. He stated a no parking sign has been installed by the City although he
would like to see it two sided. He is also asking the City Council to consider adding a street light at the
dead end. City staff will check with the utility company and bring back a quote. Mr. Knutson presented a
police prayer plaque to the Wright County Deputy present; Deputy Altman. Deputy Altman thanked Mr.
Knutson and also addressed his concerns.
2. Consider Agenda Approval.
City Attorney Kendall requested to add Item 5.2 the Meeting to be closed in accordance per Minnesota
State Statute 13D.05 Subd. 3(b).
CM Darkenwald motioned to approve with addition of Item 5.2. Seconded by CM Tanner. All
in favor. Motion carried.
3. Consent Agenda.

CM Tanner motioned to approve. Seconded CM Warehime. All in favor. Motion carried.
4. Development:
4.1 ISD 728 Otsego Middle School:
A. Presentation by City Planner.
B. Adopt Ordinance 2020-13 Amending the Zoning Map.
C. Approve Preliminary/Final Plat.
D. Approve Planned Unit Development — Conditional Use Permit.
E. Approve Site and Building Plans.
City Planner Licht presented the staff report. Independent School District 728 has submitted plans for
development of a proposed middle school facility for grades 5 to 8 located at the southeast quadrant of
Maciver Avenue and 85th Street. Applicant Kevin Bohl (*) was present with no comments.
CM Warehime motioned to adopt Ordinance 2020-13 amending the Zoning Map and approve
the preliminary/final plat of the ISD 728 Otsego Middle School Addition, a PUD-CUP, and
site and building plans for the Otsego Middle School subject to the conditions as stated by
the Findings and Decision as presented. Seconded by CM Tanner. All in favor. Motion
carried.
4.2 Otseao Industrial Park 6th & GCC of America:
A. Presentation by City Planner.
B. Adopt Ordinance 2020-14 Amending the Zoning Map.
C Approve Resolution 2020-59 Vacating Existing Right -of -Way and Easements.
D. improve Preliminary/Final Plat.
E. Approve Site and Building Plans and Conditional Use Permit.
City Planner Licht presented the staff report. The applicant has submitted plans for development of a
cement storage and transfer facility. The property is located north of 65th Street (CSAH 37) west of
Jansen Avenue, and South of I-94. The developer is working with Burlington Northern Santa Fe, Wright
County and MnDot regarding possible improvements to the railroad crossings at CSAH 19, CSAH 37 and
Main Street within the City of Albertville.
Applicants Jack Matasoksy(*) and Karl Sullivan (*) reviewed the project and were present for questions.
Mayor Stockamp asked how many deliveries are expected per week. Mr. Matasoksy said around 2-3
times per week with possibly four at full scale future operations. CM Warehime asked if Jansen Avenue
will still be used to access the facility. City Planner Licht said yes. CM Warehime asked if there is a risk of
hazardous material spill. Mr. Sullivan said everything is contained within the silos and cement is not
considered a hazardous material. CM Warehime also questioned the impact of noise. City Planner Licht
stated it will be regulated by the MPCA and all the material is transferred indoors. CM Tanner asked
what the neighboring businesses are. City Planner Licht said a storage building, Long Haul Trucking,
Cummins Mobility, a vacant property and APEX which is a Distribution facility. CM Warehime asked about
notifying the fire department that will service this facility. City Planner Licht said that can be addressed
along with the building plans.

The City of Albertville has initiated establishment of a Quiet Zone Crossing Zones for the two street
crossings in Albertville and will request the same for CSAH 19 and CSAH 37 crossings. City staff has
initiated discussions with Albertville staff regarding participating with them on the Quiet Zone Study.
CM Darkenwald motioned to adopt Ordinance 2020-14 amending the Zoning Map based on
the findings of fact and decision as presented; adopt Resolution 2020-59 vacating existing
public right-of-way and drainage and utility easements; approve a Preliminary/Final Plat of
Otsego Industrial Park 6t" Addition subject to the conditions stated on the findings of fact
and decision as presented, and; approve site and building plans and a conditional use permit
for GCC Dacotah, Inc. subject to the conditions of approval stated on the findings of fact
and decision as presented. Seconded by CM Goede. All in favor. Motion carried.
4.3 City of Otsego_Multiple Family Housing Report.
A. Presentation by City Planner.
B. Accept Recommendations from Planning Commission.
C. Authorize Initiation of Amendments to the Comprehensive Plan and Zoning Ordinance.
City Planner Licht presented the staff report in detail which included the recommendations from the
Planning Commission.
CM Darkenwald asked City Attorney Kendall if he should abstain from this item being the discussion
includes property owned by his family members. City Attorney Kendall concurred. CM Darkenwald stated
he will abstain from this item and removed himself from the dais at 8:44 PM.
CM Warehime stated the City needs more commercial and some of these proposed plans remove
commercial. He asked if the City Planner has looked at sites to add additional commercial. City Planner
Licht reviewed the reviewed current sites guided for commercial.
CM Warehime motioned to accept the recommendations of the Planning Commission related
to multiple family housing with change to the site #9 properties ID 118-500-154400 and
the spur remaining within commercial and direct the Planning Commission to initiate
amendments to the Comprehensive Plan and Zoning Ordinance to implement these
recommendations. Seconded by CM Tanner. Motion carried 4-0.
CM Darkenwald returned to the dais at 9:01 PM.
5. Administration:
5.1 Preliminary 2021 Property Tax Levy:
A. Presentation by City Administrator/Finance Director.
B. Adopt Resolution 2020-60 Reducing the 2021 Debt Service Property Tax Levy.
C. Adopt Resolution 2020-61 Setting a Preliminary Property Tax Levy for 2021.
D. Set the Truth in Taxation Public Meeting
City Administrator/Finance Director presented the staff report.
CM Tanner motioned to approve Resolution 2020-60 reducing the 2021 debt service
property tax levy certified in the original bond resolution. Seconded by CM Goede. All in
favor. Motion carried.
CM Tanner motioned to approve Resolution 2020-61 adopting a preliminary property tax
levy for taxes payable in 2021. Seconded by CM Warehime. All in favor. Motion carried.

CM Tanner motioned to set the Truth in Taxation public hearing for taxes payable 2021 for
7:00 PM, on Monday, December 14, 2020. The meeting will be held in the Council Chambers
at 8899 Nashua Avenue NE, Otsego, MN 55330. Seconded by CM Warehime. All in favor.
Motion carried.
5.2 This Portion of the Meeting to be Closed in Accordance Per Minnesota Statute 13D.05 Subd. 3(b�.
CM Darkenwald motioned to a closed session per Minnesota State Statute 1313.05 Subd.
3(b) at 9:06 PM. Seconded by CM Warehime. All in favor. Motion carried.
CM Darkenwald motioned to adjourn the closed session at 9:30 PM. Seconded by CM Goede.
All in favor. Motion carried.
CM Darkenwald motioned to reopen the regular meeting at 9:31 PM. Second by CM
Warehime. All in favor. Motion carried.
Mayor Stockamp called a Special Closed Meeting per Minnesota State Statute 1313.05 Subd.
3(b) for Thursday, September 17, 2020 at 6:00 PM at Prairie Center. Seconded by CM
Warehime. All in favor. Motion carried.
6. City Council Reports and Updates.
CM Tanner stated the Otsego Heritage Preservation Commission was contacted by Coborn's for historical
photos.
7. Staff Reports and Updates.
City Planner Licht said there is a Planning Commission meeting scheduled for September 21 and City
Engineer Wagner gave some project updates.
8. Adjourn.
