streets within Heritage Hills.

BACKG RO U N D/J USTI FI CATION:
The 2021 Capital Improvement Plan has Heritage Hills identified as a Street Renewal Project. The streets
within Heritage Hills are all paved with asphalt curbing. Heritage Hills was originally paved in 1997 and are
23 years old. The existing roadway consists of 3 %' of bituminous surface approximately 33' feet wide.
The pavement is experiencing block, alligator, and thermal cracking due to its age. Street longevity appears
to have been compromised by the use of asphalt curb and clay type soils. The streets have received seal
coats, fog seals and patches to maintain them.
The existing streets in Heritage Hills have PCI (Pavement Condition Index) Ratings of 45, which is
significantly below the average and some of the lowest current ratings in the City. Typically, pavement
with PC] Ratings of 50 or less are in their final stages of useful life and will need to be reconstructed in the
very near future.
Staff is requesting a feasibility report be completed to determine the best method of street renewal. The
report is required per Statue 429 in order to assess benefiting property owners. The report will provide
estimated project costs, identify benefiting properties, and funding options.
In addition, a preliminary appraisal estimating the value that benefitted properties may receive if the street
is improved is requested to be completed in conjunction with the feasibility report to support the
estimated assessment amounts.

Motion to adopt Resolution 2020-65 ordering preparation of a feasibility report for the improvement of
streets within Heritage Hills; and authorize City staff to obtain a preliminary appraisal to support estimated
assessment amounts.

RESOLUTION NO: 2020-65
ORDERING PREPARATION OF FEASIBILITY REPORT FOR THE
IMPROVEMENT OF STREETS WITHIN HERTIAGE HILLS
WHEREAS, it is proposed to improve streets within Heritage Hills, which are in need of improvement,
and to assess the benefited property for all or a portion of the cost of the improvement, pursuant to
Minnesota Statutes, Chapter 429.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OTSEGO, MINNESOTA:
1. That the proposed improvement be referred to Hakanson Anderson for study and that they are
instructed to report to the City Council with all convenient speed advising the City Council in a
preliminary way as to whether the proposed improvement is feasible and as to whether it
should best be made as proposed or in connection with some other improvement, and the
estimated cost of the improvement as recommended.
