07-21-20 Parks & Rec MinutesCall to Order. OTSEGO PARKS AND RECREATION Prairie Center July 21, 2020 6:00 PM Chair Angie Dehn called the meeting to order at 6:00 PM. Roll Call: Chair Angie Dehn; Commissioners: Matt Killam, Kitty Baltos, Angela Hilde(*), Jim Breitbach(*), Liz Benoit(*) Absent: Commis sioner Doug Cassady City Council: Mayor Jessica Stockamp Staff: Ross Demant, Parks and Recreation Director, Nick Jacobs, Parks and Recreation Operation Coordinator and Connie Schwecke Recreation Coordinator. This meeting is proceeding under MN State Statute 13D.021 allowing members to appear by telephone or video conference due to the ongoing health pandemic and state of emergency. For the record, the chair, other commis sioners and staff were present in­ person. Those indicated with a (*) attended via video conference. 1.Open Forum. 2.Consider Agenda Approval. Commissioner Baltos motioned to approve the agenda. Seconded by Chair Dehn. All in favor. Motion carried. 3.Consider Meeting Minutes. 3.1 June 16, 2020 Regular Meeting Minutes. Commissioner Killam motioned to recommend to the City Council to approve all meeting minutes as written. Seconded by Commissioner Baltos. All in favor. Motion carried. 4.Unfinished Business. 5.New Business. 5.1 Otsego Lions Park Project Ga-Ga Pit. Parks and Recreation Director Demant presented memo and introduced Chad Christian. Mr. Christian stated that the Lions Club were interested to fully fund a Ga-GA Pit and thought it would make a nice addition to Prairie Park and he believed it is a great way to use funds to give back to the community. Commis sioner Killam explained that Ga-Ga Pit game is similar to 4 square where the ball is striked to try and getting people out. Killam also stated that it is a great activity for kids and adults and is popular in other communities Commis sioner Baltos questioned if recreation would develop programs. Parks and Recreation Director Demant stated we would eventually offer some Intro to Ga ITEM 3.1 Ga programming but not right away especially with the MDH Guidelines during the pandemic. Commissioner Baltos motioned to recommend to the City Council to approve installation of a Ga -Ga pit at Prairie Park. Seconded by Chair Dehn. All in favor. Motion carried. 5.2 Improving River Access. Parks and Recreation Director Demant presented memo. After discussion, the commissioners decided to proceed with improving river access and adding into the CIP Commissioner Killam motioned to recommend to the City Council to improving access into the CIP discussions. Seconded by Commissioner Hilde. All in favor. Motion carried. 6. Parks and Recreation Update. Parks and Recreation Director Demant presented report. Demant discussed the pickleball court complex, splash pad updates and the bridge at Carrick's Waterfront Pa rk. 7. City Council Reports. Mayor Jessica Stockamp presented City Council Report. 8.
