Chair Angie Dehn called the meeting to order at 6:00 PM. Roll Call: Chair Angie Dehn; Commissioners: Matt Killam, Kitty Baltos, Angela Hilde(*), Jim Breitbach(*), Liz Benoit(*) Absent: Commissioner Doug Cassady City Council: Mayor Jessica Stockamp Staff: Ross Demant, Parks and Recreation Director, Nick Jacobs, Parks and Recreation Operation Coordinator and Connie Schwecke Recreation Coordinator. This meeting is proceeding under MN State Statute 13D.021 allowing members to appear by telephone or video conference due to the ongoing health pandemic and state of emergency. For the record, the chair, other commissioners and staff were present in- person. Those indicated with a (*) attended via video conference. 1. Open Forum. 2. Consider Agenda Approval. Commissioner Baltos motioned to approve the agenda. Seconded by Commissioner Breitbach. All in favor. Motion carried. 3. Consider Meeting Minutes. 3.1 July 21, 2020 Regular Meeting Minutes. Commissioner Breitbach motioned to recommend to the City Council to approve all meeting minutes as written. Seconded by Commissioner Baltos. All in favor. Motion carried. 4. Unfinished Business. 5. New Business. 5.1 Prairie Park Field Improvements. Parks and Recreation Director Demant presented memo. After discussion, the commissioners agreed to proceed with field improvements plans into the Capital Improvement Plan. Chair Dehn motioned to recommend to the City Council to approve up to $15,000 for a concept plan for Prairie Park Ballfield and Soccer field improvements into the Capital Improvement Plan. Seconded by Commissioner Baltos. All in favor. Motion carried. 6. Parks and Recreation Update. ITEM 3.1 Parks and Recreation Director Demant presented report. Demant discussed the pickle ball court complex scheduled to be completed the first week of September and the overlay of Prairie Park Skate Park. Parks and Recreation Operation Coordinator Jacobs discussed the progress on the new radio control track. Recreation Coordinator Schwecke discussed recreation programming and events. 7. City Council Reports. Mayor Jessica Stockamp presented City Council Report. 8. Adjourn. Commissioner Breitbach motioned to adjourn. Seconded by Commissioner Baltos. All in favor. Motion carried. Written by Connie Schwecke, Parks and Recreation Administrative Assistant ITEM 5.1 PSA, R SCS Recreation otsegoparksrec.com TO: Parks and Recreation Commission FROM: Ross Demant, Parks and Recreation Director DATE: October 16, 2020 RE: Winter Program Guide Review Staff is currently working on the 2020 Winter Program Guide. With the winter guide, there are unique challenges compared to past winter guides. Programming and events will both need to be modified to follow current CDC and MDH guidelines. With the summer presenting certain challenges, the winter is proving to be more challenging due to many of our programs and events being held inside. Santa Day is one of those events that is proving to be challenging to plan. Staff will be bringing alternate ideas for discussion to the October Commission meeting. Staff will also be presenting winter program ideas for review and recommendations.
