ITEM 3.2B SCC 10.12.2020 SCC MinutesITEM 3.26 SPECIAL CITY COUNCIL MEETING OTSEGO PRAIRIE CENTER OCTOBER 12, 2020 Call to Order. Mayor Jessica Stockamp called the meeting to order at 6:00 PM. Roll Call: Mayor Jessica Stockamp; Councilmembers: Corey Tanner (*), Tina Goede, and Jason Warehime. CM Tom Darkenwald arrived at 6:04 PM. City Staff: City Administrator/Finance Director Adam Flaherty, Parks and Recreation Director Ross Demant, City Planner Daniel Licht, Streets Operations Supervisor Kevin Lamson; Utility Manager Kurt Neidermeier; and City Clerk Tami Loff. This meeting is proceeding under MN State Statute 13D.021 allowing members to appear by telephone or video conference due to the ongoing health pandemic and state of emergency. For the record, the Mayor, three Council members, and certain City staff were present in -person. Those indicated with a (*) attended via video conference. 1. 2021 Budget, Tax Levy and Capital Improvement Plan Review. City staff presented the Fleet Vehicles & Equipment CIP as outlined in the packet that included the Tandem Axle Truck Chassis & Plow, Zero Turn Mower, Skid Steer Loader, ToolCat UTV, Utility Pickup Truck and a front End Loader. City Building and Properties; City Administrator/Finance Director Flaherty reminded the City Council that the City Buildings and Property CIP was a newly established fund set up in 2019. He reviewed the list of items within that fund; City Hall carpet replacement, City Hall Window Film, City Hall water softener, Prairie Center exterior doors and windows, Prairie Center skylight, Salt Shed replacement and Prairie Center carpet replacement. Fire Reserve Fund; the City Council concurred that the fire reserve CIP items should be included in the budget, and agreed that a City Council special worksession will be set up for this discussion early in 2021. CM Warehime also recommended the City advertise their lots for sale with signage similar to the new Fire Station sign that was recently installed. The City Council concurred as presented. Mayor Stockamp motioned at 6:51 PM to table this meeting until after the regular schedule meeting at 7:00 PM. Seconded by CM Warehime. Roll Call: In favor; Goede, Darkenwald, Stockamp, Warehime, Tanner. Against; none. Motion carried 5- 0. Mayor Stockamp motioned to reopen the special meeting at 9:24 PM. Seconded by CM Warehime. Roll Call: In favor; Goede, Darkenwald, Stockamp, Warehime, Tanner. Against; none. Motion carried 5-0. City Administrator/Finance Director Flaherty presented the Request for Proposals (RFP) for Public Works building expansion scope of work. CC concurred to move forward. This will be added to the next consent agenda. 2. Utility Billing Penalties. City Administrator/Finance Director Flaherty gave an update as requested on the Utility Billing Penalties; he stated there are no commercial delinquent accounts and that there are 42 repeat offenders out of 93 total past due. He further asked the City Council for direction on continuing with the zero percent penalties fee or to resume normal practices of ten percent penalties. CM Goede motioned to resume the penalties on delinquent Utility Billing accounts, adjusting to 50/o through February. Seconded by CM Warehime. Roll Call: In favor; Goede, Darkenwald, Stockamp, Warehime, Tanner. Against, none. Motion carried 5- 0. 3. CARES Act Funding, City Administrator/Finance Director Flaherty gave an update on the CARES Act Funding. The City has received and awarded 11 grants. He stated the City did receive another application today. The City recently resubmitted the information on the City website and social media accounts. The City Council all agreed to get this information out to all the Otsego businesses. CM Darkenwald motioned to increase the grant from $15,000 to $30,000 to the business and remove cap with dates of March to September 30th, 2020. Seconded by Mayor Stockamp.
