AGENDA ITEM DETAILS RECOMMENDATION: City staff recommends the City Council adopt the attached Resolution appointing additional persons to the Ballot Board for the 2020 Elections. No No BACKGROUND/JUSTIFICATION: Minnesota State Statute 203B.121, Subd. 1 requires the City to establish an Absentee Ballot Board. It is the responsibility of the Absentee Ballot Board to accept and reject absentee ballots and other duties as outlined in Minnesota State Statute 203B.121 Subd.2. The City Council previously adopted Resolution 2020-33 establishing an Absentee Ballot Board. Due to shortages of staffing and a significant number of absentee ballots, City staff is requesting additional members be appointed to the Absentee Ballot Board. BUDGET INFORMATION FUNDING: BUDGETED: General Fund — Elections 101-41410-104 Yes CITY OF OTSEGO COUNTY OF WRIGHT STATE OF MINNESOTA RESOLUTION NO: 2020-73 ESTABLISHING AN ABSENTEE BALLOT BOARD WHEREAS, the City of Otsego is required by Minnesota Statutes 203B.121, Subd. 1 to establish an Absentee Ballot Board, and, WHEREAS, this board will bring uniformity in the processing of accepting or rejecting returned absentee ballots in City of Otsego, and, WHEREAS, the Absentee Ballot Board should consist of a sufficient number of election judges as provided in sections 204B.19 to 204B.22 and/or the city clerk and deputy city clerk and city staff who have received training in the processing and counting of absentee ballots, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OTSEGO, MINNESOTA: 1. The City of Otsego hereby establishes an Absentee Ballot Board as follows: Adam Flaherty, Connie Schwecke, Julie Weiers, Aaron Hannan, Julie Hannan, Anne Ness, Norman Witteborg, Annie Allen, Lorene Henrick and Sonja Nelson. 2. Wright County has delegated the training responsibility to the Local Election Administrator for the Absentee Ballot Board. ADOPTED by the Otsego City Council this 26thday of October, 2020.
