1. Approve Agenda: Motioned by Bill Adberhalden and seconded by Jim Breitbach
2. Approve meeting minutes from October 13th, 2020. Motioned by Bill Adberhalden and sec-
onded by Vern Heider. Approved Unanimously.
3. Open forum -
Troy Derosier - 11899 74th St NE - Would like to see a city ordinance regarding golf carts -
Troy lives in Martin Farms neighborhood - Troy reached out to ultimate golf carts to inquire on
rules - He learned city of Annadale, White bear lake & Ramsey have specific rules. Would like
to see a reasonable fee per year or every three years. Spoke about rules governing golf carts
and advised the board safety is important. White Bear Lake has rules such as front head lights,
taillights, seat belts and mirrors. Troy discussed allowing golf carts on certain city streets which
are less busy. He argues golf carts should stay off streets similar to Maciver Ave NE. Troy
would like to see a review golf carts vs ATV. Separating for permits.
Nicole Spar - 6868 Odean Ave NE - Owns a UTV - Says the city should approve an ordinance
regarding the use of a UTV. Nicole believes the city should adopt a city ordinance.
Raymond Berndt- 12367 76th Way NE - Also wants a city ordinance allowing golf carts on city
streets. Requested the city consider night time driving and allow individuals to drive at night -
Dan Licht explains night time driving is a state law issue and may not be possible.
Updates:
Elk River Ambulance
Steve - Went over data for July, August & September - 80 calls for service - 52 transports -
Ambulance average response time - 17.08 min - ERV - 9.05 min.
Steve talked about roadway construction increasing their response times. Ambulance data
provided quarterly.
Allina Health Ambulance
Bruce - no data - No comment. Refer to last quarter data (average response 14.58 min). Ambu-
lance data provided quarterly.
Centracare Health Ambulance
Frank Zinken and Gordy Vosberg - Frank talked about their service area and response data
provided in last meeting minutes (average response 10.26 min). Ambulance data provided
quarterly.
Albertville Fire Department
No one present - Data provided. 11 calls for service for October - Response times are in data.
Rogers Fire Department

WCSO
Deputy Jason Oltmanns - Powerpoint - Talked about noise issues and new four way stop at
75th St NE / O Dean Ave NE. Talked about Motor Vehicle Accidents (MVA) in Otsego. Forty-four
crashes since 9/1/2020. Four of those crashes have occurred in a roundabouts. Talked about
drugs cases in the past 30 days. 26 cases and discussed how drugs can impact several com-
munities, not just Otsego. Discussed counterfeit cash and its issues within communities.
EMSRB - Tony Spector (zoom attendance) - Discussed EMSRB roles and their functions. Sev-
eral questions were asked about how to help better the ambulance response times for the city.
Spector discussed local powers (144E.16 RULES; LOCAL STANDARDS) and how the city
could move forward with EMSRB approval. He also discussed legal monopolies with ambu-
lances.
Old business:
Dan Licht - Discussed the city ordinance on golf carts and how they applied to city streets -
discussed establishing/adopting a city ordinance. Discussed regulating golf carts, especially
what city streets they can drive on, but also following state law such has having insurance and
not operating before sunrise or after sunset.
New business:
Adberhalden motion to post information into the Otsego news on golf carts. Second by Heid-
ner.
Discussion:
Ambulance topics tabled until March 2021
Council member Warehime requested the board stop inquiring on ambulance response times.
Chairman adberhalden motioned the request, no second. Motion did not carry.
