BACKGROUND/JUSTIFICATION:
The City of Otsego was allocated $1,305,119.00 in funding by the State of Minnesota through the CARES
Act which provided relief for the COVID-19 pandemic. The CARES Act allows local governmental units to
expend funds on costs that are necessary expenditures related to the COVID-19 public health emergency.
The covered period for eligible expenditures was from March 1, 2020 to November 15, 2020.

ACCEPTING CARES ACT FUNDING TO REIMBURSE EXPENDITURES
WHEREAS, on March 27, 2020 the President of the United States signed into law the Coronavirus Aid,
Relief and Economic Security Act (Known as the CARES Act) that was passed by the U.S. Congress in
response to the COVID-19 Pandemic Outbreak; and
WHEREAS, The CARES Act included $339.8 Billion in relief under the COVID-19 pandemic in the United
States dedicated for State and Local Governments; and
WHEREAS, on June 25, 2020 the Governor of the State of Minnesota by Executive Order under the
current Emergency allowed for the distribution of $841 million in CARES Act Funds to counties and cities
within the State of Minnesota in accordance with the U.S. Treasury Guidance based on a per -capita
basis; and
WHEREAS, the City of Otsego has received $1,305,119.00 in CARES Act Funding allocation; and
WHEREAS, the CARES Act allows local governmental units to expend funds on costs that are necessary
expenditures related to the COVID-19 public health emergency; and
WHEREAS, the CARES Act allows local governmental units to expend funds on costs that were not
included in the most recently adopted budget as of March 27, 2020, or were budgeted for but have
been incurred for a substantially different use from what was intended as a result of the COVID-19
public health emergency; and
WHEREAS, the CARES Act allows local governmental units to expend funds on costs that were incurred
during the covered period of March 1, 2020 — November 15, 2020
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OTSEGO, MINNESOTA:
That the City of Otsego expended a total of $1,305,119.00 of CARES Act Funding during the
covered period of March 1, 2020 — November 15, 2020 and hereby approves the following
expenditures as eligible for reimbursement to the City as follows:
a. Improve Telework Capabilities of Public Employees
$122,304.21
b. Payroll for Public Safety Employees
$616,053.65
c. Personal Protective Equipment
$6,675.79
d. Public Health Expenses
$10,832.35
e. Small Business Assistance
$549,253.00
