Call to Order.
Mayor Jessica Stockennp called the meeting to order at 5:03 PM.

the record, the Mayor, three Council members, and certain City staff were present iD-p8[SOO.

1. Compensation Study Presentation by Bakeriflly.
Ann ADtODseDDirector OfBOkerTillywas present via Zoom and provided information with the
completed Classification and Compensation Study. This compensation system provides the
framework for determining hnVV employees will be paid. ID summary the City's CU[F8Ot
compensation plan is, ODaverage below market when comparing minimum, midpoint and
maximum wage range. Bak8rTillVrecommends the Council t0approve the proposed salary
schedule, approve the position placement which Ol|gDS pO3|hODS both internally based OO
market, implement U[tiOD which Dle8tS the gOd|S of the City, and falls within fiDODCidl nBsOU[[eS
and provide ongoing support.
CM Tanner asked when the last time the City had commissioned a Compensation Study. MS.
ADb]DS8Dsaid itwas iD2U15. It|Srecommended you have dCompensation Study done every
5-7 years.
CP4GOed8asked |fMs. ADh3OSSDcould expand what fair and equitable means. MS.ADtODSeO
said they looked at updating d pay plan not adopting one. Option 3 and 4 is for employees that
have been with the City for longevity and rewarded years of service with the City.
Mayor StOcka0palso asked about Options 1-3. Those options would beiDaddition tOthe
$39,395 for the OODUal cost Ofliving (2.2596). y4S. ADtODSeO CODfi[[Ded that is C0[neCt.
C|b/AdD0iD|S[[Otor/FiDODco Director Adam Flaherty, asked the Council for direction. He said that
he is welcome to any direction tonight or in the future.
Cy4Tanner recommended that the full council be involved. CMGo8dUand Mayor StOCkaDlp
also agreed. Mayor Stockamp asked for this item to be added to the next meeting, and push to
make sure all council members are iDattendance.

2. 2021 Budciet, Tax Levy and Capital Improvement Plan Review.
City Administrator/Finance Director Adam Flaherty gave the Pavement Management CIP
overview.
City Engineer Ron Wagner discussed recommendation on how to continue to provide adequate
funding for all future street maintenance and renewal projects. Staff is seeking direction from
the City Council on whether any additional review topics or budget meetings are necessary, or if
the City Council concurs with what has been presented and reviewed thus far.
Streets Operations Manager Kevin Lamson updated the City Council on the upcoming projects
the City needs to plan for in the next 10 years.
CM Tanner motioned for break at 7:02 PM, seconded by CM Goede. Roll Call:
Goede, Tanner, Stockamp. All in Favor. Motion carried 3-0.
Mayor Jessica Stockamp called the meeting back to order at 7:49 PM.
CM Tanner wanted to thank the City Staff as a side note about Elections. The Council would
like to know if there is something, they can do to show appreciation to the City Staff that put in
countless hours. They asked Mr. Flaherty to put together options. Deputy Clerk Bethany
Benting stated she will write letters to Election Judges and have Council Members sign thanking
them for their hard work/dedication serving the Otsego residents.
3. CARES Act Funding.
City Administrator/Finance Director Flaherty gave an update on the CARES Act Funding. The
City had 19 applications and gave out about $463,000 to date and $60,000 pending.
4. Letter of Support — Wright County Highway Safety Improvement Program.
City Administrator/Finance Director Adam Flaherty suggested Council to send a letter to the
HSIP. All three council members concurred. Mayor Stockamp will sign the letter and send it.

CM Goede motioned to adjourn at 8:17 PM. Seconded by CM Tanner.
Roll Call. In favor; Goede, Stockamp, and Tanner. Against, none. Motion carried 3-0.
