Call to Order.
Mayor Stockamp called the meeting to order at 7:01 PM.
Roll Call:
Mayor Jessica Stockamp; Councilmembers: Corey Tanner, Tina Goede, Jason Warehime and Tom
Darkenwald (*). City Staff; City Administrator/Finance Director Adam Flaherty, City Attorney Dave
Kendall; City Planner Daniel Licht; City Engineer Ron Wagner (*) and Deputy City Clerk Bethany Benting.
This meeting is proceeding under MN State Statute 13D.021 allowing members to appear by telephone
or video conference due to the ongoing health pandemic and state of emergency. For the record, the
Mayor, three Council members, and certain City staff were present in-person. Those indicated with a (*)
attended via video conference.
Pledge of Allegiance: Mayor Stockamp led in the Pledge of Allegiance.
1. Open Forum:
Special Presentation: Recognition of Jason Warehime and Corey Tanner.
Mayor Stockamp presented plaques of appreciation to CM Warehime and CM Tanner. CM Darkenwald,
CM Goede, Mayor Stockamp and City staff commented on their appreciation for the years of service and
the efforts to improve the City by CM Warehime and CM Tanner.
Mayor Stockamp opened the Open Forum at 7:13 PM.
Evan Harkin, 14835 95th Street NE, wanted to challenge the market value of his property. City
Administrator Adam Flaherty explained in March the County sends out statements and in April is when
assessors come to a City meeting where residents have the opportunity to challenge their value. Mr.
Harkin wanted to know the services the City provided. Mr. Flaherty explained. Mr. Harkin was also
angry about the speed limit in front of his house. Mayor Stockamp asked Sherriff Deputy Oltmanns to go
talk to the resident so the area could be patrolled more.
Jacob Denman, 14760 92nd Circle NE, thanked the council members and the city for their services. He
asked about the cameras. Mayor Stockamp explained it will be the Councils decision when the meeting
will be streamed to the public and that the CARES dollars were used to purchase them. Mr. Denman
asked about the City's long term plan for City sewer and water hook ups. City Planner Licht explained
the process and the plan.
Kathy Coles, 15613 90th Street NE, thanked the Council Members for their service. CM Warehime
thanked Mrs. Coles for coming to council meeting to voice her concerns.

2. Consider Agenda Approval.
City Administrator/Finance Director Adam Flaherty noted that a revised agreement for Item 3.9 was
distributed at the dais this evening. The Council concurred to move Item 3.9 to Item 7.2 for discussion.
City Administrator/Finance Director Flaherty also corrected the Statute reference for Item 9, which
should be 13D.05 Subdivision 3-13.
CM Warehime motioned to approve as amended. Seconded by CM Tanner. Roll Call: Voted in
favor; Goede, Stockamp, Darkenwald, Warehime and Tanner. Voted against; none. Motion
carried 5-0.
3. Consent Agenda.
3.1 Approve Claims List.
3.2 Approve City Council Meeting Minutes.
A. November 23, 2020 Meeting.
B. November 23, 2020 Special Meeting.
3.3 Approve City Council Special Compensation for November 2020.
3.4 Project Payments:
A Pay Estimate #2 (Final) - Page Avenue Reclamation Project.

CM Tanner motioned to approve the consent agenda as amended. Seconded by CM Goede.
Roll Call: Voted in favor; Goede, Stockamp, Darkenwald, Warehime and Tanner. Voted
against; none. Motion carried

4. Public Hearing:
4.1 Consider the 2021 Fee Schedule.
A. Deputy City Clerk attests to legal notice.
B. Presentation of the proposed fee schedule.
C. Open the Public Hearing.
D. Close the Public Hearing.
E Approve Ordinance 2020-18 Establishing a Fee Schedule for 2021.
Deputy City Clerk attested that all notice requirements for the public hearing have been posted. City
Administrator/Finance Director Adam Flaherty presented the staff report and said the new fee schedule
will go into effect January 1, 2021.
Mayor Stockamp opened the Public Hearing at 7:35 PM.

CM Warehime asked about the schedule for the rental housing license. City Planner Licht explained the
inspections were spaced out to every 3 years and the license portion is every year.
CM Tanner motioned to adopt Ordinance 2020-18 establishing the fee schedule of City fees
for 2021 and approve publication in summary form. Seconded by CM Warehime. Roll Call:
Voted in favor; Goede, Stockamp, Darkenwald, Warehime and Tanner. Voted against; none.
Motion carried 5-0.
5. Planning:
5.1 Kittredge Crossings 7th Addition PUD -CUP Amendment:
A Presentation by City Planner Licht.
B Consideration of the Request from TC Homes, Inc. for a PUD -CUP Amendment.
City Planner Licht presented the staff report. Although this was not a public hearing, the Council
concurred to allow comments from the public.
Jim Derocher, 10677 74th Street NE, is concerned about lack of storm water pollution prevention plan at
the TC Homes building sites. Explained he is a general contractor and he knows the survey crew,
builder, inspector and city planner should have been aware of the setbacks. He explained what is
happening to the development and wants to know who would be responsible for telling home owners
they can't park in their driveway. He is also concerned about parking and talked about the bus stop for
children with parking in the streets with no sidewalks for children. He is concerned and knows
something is going to happen and it's not going to be good. He feels bad for the people who have
already bought these homes which he says TC homes should have known better. He is in favor of the
setbacks staying at 25 feet. He stated he sent emails in April to the city about this.
Christine Anderson, 7376 Kalland Circle NE, she lives in a home that has a 16 -foot driveway. She
understands mistakes happen but doesn't want to see anymore modification or exceptions. She knows
she will have a hard time selling her home now. Wants builder and City to work together to find a
solution to make things better.
Brian Tutt, TC Homes, explained to council the demands of the current buyer market. He said he relied
on City staff and explained he emailed updates and had several conversations with City Staff. He kept
City Staff in the loop all in July of 2018. He says if he knew about the 25 -foot set back he would not
have bought the land. He has heard concerns about guest parking but he has never seen that area full.
He told Council that if it's a concern he would add on. He said the building styles need to be consistent
for it will sell better.
CM Tanner asked if he had proof of the conversations Mr. Tutt had with City Staff. Mr. Tutt said it was
all verbal. City Planner Licht agreed they did have several conversations about the proposed building
plan but the setback has always been stated as 25 feet. Mr. Licht stated the City has always been
consistent. CM Darkenwald asked what was approved for setback. City Planner Licht said 25 feet.
Mayor Stockamp asked for clarification on the buildings that were displayed on the map. CM Tanner
asked if this was not approved what would happen? CM Goede confirmed all blue highlighted buildings
on map have 16 feet driveways, and Mayor Stockamp asked if all pink have 25 feet driveways and City
Planner Licht confirmed it was correct. Mayor Stockamp asked where guest parking spots would be and
how many. City Planner Licht explained. CM Warehime asked if City will be plowing that area. Mr. Licht
said it is all private roadways.

CM Darkenwald wants to know what this means if they deny it. City Planner said the builder would have
to comply with the 25 -foot set back. The City Council has power to either approve or to deny the
amendment request.
CM Tanner motioned to deny the request for a PUD -CUP amendment for Kittredge Crossings
7t" Addition, based upon the Findings of Fact and Decision as presented. Seconded by CM
Warehime. Roll Call: Voted in favor; Goede, Stockamp, Warehime and Tanner. Voted
against; Darkenwald. Motion carried 4-1.
6 Administration:
6.1 2021 Budgets and Property Tax Levy:
A Truth in Taxation Presentation by City Administrator/Finance Director Flaherty.
B. Receive Public Input.
C. Council Action:
1 Consider Resolution 2020-80 Adopting the 2021 Annual Operating Budgets
2 Consider Resolution 2020-81 Setting Final Property Tax Levy for Taxes Payable 2021.
3 Consider Resolution 2020-82 Adopting the 2021-2030 Capital Improvement Plan.
City Administrator/Finance Director Adam Flaherty presented the staff report.
CM Darkenwald wanted to clarify that taxes come from different entities not just the city. The County,
City and School districts have an impact on taxes. Mr. Flaherty confirmed CM Darkenwald was correct.
Mayor Stockamp opened it to the public at 8:24 PM.
Jacob Denman, 14760 92nd Circle NE, wants to make sure the city is a good shepherd with our tax
money. CM Darkenwald commented on the County's portion of tax increase and wanted Mr. Denman to
know the city has not increased a lot. Mr. Denman appreciates the City being careful with tax payer's
money.
CM Warehime wanted to make a comment to the new councilmembers in the audience to pay attention
to the property taxes and valuations. CM Warehime explains he actually challenged one of his own
properties. If the assessor over values property then everyone else will go up as well. Board of
equalization is where you can propose increase or decrease. Watch the market value and the form they
use. They use about 5 homes. CM Darkenwald said it's been a sellers' market. Mr. Denman stated he
also called the county about evaluation.
CM Darkenwald wanted to commend both CM Warehime and CM Tanner whom have always looked out
for the City. He thanked them for their efforts to support to keep taxes down for the City of Otsego. CM
Warehime feels the city will continue to go in the correct direction and stated it is a group effort. CM
Tanner wanted to say thank you to Mr. Flaherty with the knowledge he has given.
CM Warehime Motioned to approve Resolution 2020-80, Adopting the 2021 Annual
Operating Budgets; Motion to approve Resolution 2020-81, Setting a Final Property Tax
Levy for Taxes Payable 2021; and Motion to approve Resolution 2020-82, Adopting the
2021-2030 Capital Improvement Plan. Seconded by CM Goede. Roll Call: Voted in favor;
Goede, Stockamp, Darkenwald, Warehime and Tanner. Voted against; none. Motion carried
5-0.

7. City Council Reports and Updates.
7.1 Approve Claims List for Metro Appliance Recycling.
CM Darkenwald Motioned to approve the claims list for Metro Appliance Recycling in the
amount of $307.05. Seconded by Mayor Stockamp. Roll Call: Voted in favor; Goede,
Stockamp, Darkenwald and Tanner. Voted against; none. Motion carried 4-0. CM Warehime
abstained.
7.2 Approve the Contract for Building and Septic Inspection Services.
This item was moved from 3.9. City Administrator/Finance Director Adam Flaherty presented the staff
report.
City Attorney Dave Kendall explained he added coverage/language about the City vehicle use for the
contractor to insure drivers. Mayor Stockamp said she appreciates and needed something written.
Mayor Stockamp Motioned to approve contract with Metro West. Seconded by CM
Warehime. Roll Call: Voted in favor; Goede, Stockamp, Darkenwald, Warehime and Tanner.
Voted against; none. Motion carried 5-0.
CM Tanner wanted to give best wishes to former Park and Rec Commissioner Michael Stanga.
Mayor Stockamp wanted to recognize and thank the City staff who provided a great experience for the
residents with the drive through Santa event. She received many complements and positive feedback.
8. Staff Reports and Updates.
City Administrator/Finance Director Adam Flaherty requested a special meeting to interview the finalist
for the City Clerk position. The request will either be set for Monday, December 21, 2020 at 5:30 PM or
Tuesday, December 22, 2020 at 5:30 PM. The required meeting notice will be posted.
City Planner Licht said the next Planning Commission meeting will be January 4th, 2021.
