RESOLUTION # 93-65
RESOLUTION SUPPORTING THE CONSTRUCTION OF THE QUALE/QUAM
AVENUE ACCESS ROAD AS A THROUGH STREET.
WHEREAS, Mn/DOT will be upgrading Trunk Highway 101
between Rogers and Elk River; and
WHEREAS, as part of the upgrading of T.H.101 local
access to the highway will be eliminated except at County
Highways. Property owners will be provided access to T.H.
101 through a system of access roads.
WHEREAS, Otsego is proposing that Quale Avenue (Otsego)
and Guam Avenue (Frankfort) to be constructed as a through
access road between Wright County State Aid Highways 36 and
37; and
WHEREAS, the Engineers from Otsego and Frankfort met
with Mn/DOT and Mn/DOT agrees that construction of Quale
Avenue ( Otsego) and Guam Avenue (Frankfort) as a through
street between Wright County State Aid Highways 36 and 37
would be in the best interest of long range planning.
NOW THEREFORE, be it resolved by the City Council of the
City of Otsego, Wright County, State of Minnesota as follows:
1) That Otsego will construct Quale Avenue from 65TH
Street to 70TH Street as proposed and approved by
Mn/DOT. The project will be constructed under T.H.
101- Special Agreement Funds. Otsego will be
funded for construction cost, preliminary
engineering, construction service (8% limit) and gas
line relocation.
2) That Otsego will petition Mn/DOT to place segments
of the proposed access road from 65TH Street to the
Frankfort Township boarder on the Cooperative
Agreement Program.
3) Frankfort Township has petitioned Mn/DOT to
construct a segment of Guam Avenue from its present
terminus to the border with Otsego.

4) That Otsego will attempt to acquire R.O.W. for
the alignment as shown on attached exhibit under the
Cooperative Agreement Program.
5) That Otsego supports the access road alignment from
CSAH 36 to CSAH 37 in the interest of public safety
and welfare.
