COUNTY OF WRIGHT, MINNESOTA
AN ORDINANCE AMENDING THE CITY CODE TO REGULATE TARGETED RESIDENTIAL
PICKETING.
THE CITY COUNCIL OF THE CITY OF OTSEGO DOES HEREBY ORDAIN:
Section 1. Title 6 of the City Code (Public Safety) is hereby amended to include the
following Chapter:

TARGETED RESIDENTIAL PICKETING
Section:
6-6-1: Purpose
6-6-2: Definitions
6-6-3: Prohibited Activity
6-6-1: Purpose. The city has an interest in the protection of residential privacy; the
wellbeing, tranquility and quiet enjoyment of the home; protecting citizens from unwanted
speech when they are a captive audience within their homes; and to protect public health,
safety, and welfare. The city council finds that, without resorting to targeted residential
picketing, ample opportunities exist for those otherwise engaged in targeted residential
picketing to exercise constitutionally protected freedoms of speech and expression.
6-6-2: Definitions: For the purposes of this chapter, the following terms shall have the
meanings given them herein:
A. Residential target picketing:
Marching, standing, or patrolling by one or more persons directed solely at a
particular residential building in a manner that adversely affects the safety,
security, privacy, or quiet enjoyment of an occupant of the building; or
2. Marching, standing, or patrolling by one or more persons which prevents an
occupant of a residential building from gaining access to or exiting from the
property on which the residential building is located; or
3. Standing, marching, patrolling, or picketing by one or more persons focused in
front of or adjacent to a particular residential dwelling without the consent of
that dwelling's occupants.
6-6-3: Prohibited activity. No person shall engage in targeted residential picketing
within the city.
6-6-4: Violation and penalty: Every person convicted of a violation of any provision
of this article shall be guilty of a misdemeanor.
Section 2. This Ordinance shall become effective immediately upon its passage and
publication.
