Call to Order.
Chair Offerman called the meeting to order at 7:00 PM.
Roll Call: Chair Alan Offerman; Commissioners: Charles Foster, David Thompson, Vern
Heidner, Jim Kolles, Richard Nichols* and; Absent: Aaron Stritesky, Pam Black; Present:
City Council: CM Tom Darkenwald*, CM Jeff Dahl*. City Staff: City Planner Daniel Licht
and Deputy Clerk Bethany Benting. (*present via teleconference)
1. Announcements:
City Planner Licht stated that some Commissioners are participating via teleconference
in accordance with Minnesota Statute 13D.015. Those indicated with a (*) attended via
video conference.
2. Annual Business:
2.1 Election of the 2021 Planning Commission Chair & Vice -Chair.
Commissioner Heidner motioned to keep Commissioner Offerman as Chair
and Commissioner Stritesky as Vice Chair. Seconded by Commissioner
Nichols. Roll Call: Those for; Offerman, Kolles, Heidner, Thompson, Foster,
Nichols. Those opposed; None. Motion carried. 6-0
3. Consider the following minutes:
3.1 Planning Commission February 16, 2021.
Commissioner Thompson motioned to approve the minutes as written.
Seconded by Commissioner Foster. Roll Call: Those for; Offerman, Kolles,
Heidner, Thompson, Foster, Nichols. Those opposed; None. Motion carried.

4. Public Hearing Items:
4.1 Bauer A2 District lot area CUP.
A. Zoning Map amendment rezoning from A-1 District to A-2 District.
B. Conditional Use Permit to allow subdivision of one lot less than 20
acres in area within the A-2 District.

Applicant, Chip Bauer, was present via teleconference and agreed to the staff report.
Chair Offerman opened the Public Hearing at 7:09 PM.
No comments were made.
Chair Offerman closed the Public Hearing at 7:10 PM.
Commissioner Heidner said he is concerned about the house and detached accessory
building to the south that is going to be near a future street and would like to require
more right-of-way from the subject site so there will not be problems in the future.
Commissioner Thompson asked what are the future plans to build. City Planner Licht
said there would be one house on the proposed lot with the ability to subdivide into
three lots. Mr. Bauer said the house will be built in the area of Lot 1 shown on the
concept plan.
Chair Offerman suggested adjusting the street easement to the north to avoid a conflict
with the existing house and detached accessory building. City Planner Licht
recommended revising condition number 4 to require the right-of-way to shift north
from the Kadler Avenue and 90th Street intersection subject to approval by the City
Engineer.
Commissioner Foster shares the concerns with Commissioner Heidner.
Chip Bauer asked if the City would be asking for another 30 feet of easement. City
Planner Licht explained. Mr. Bauer stated his proposal would be for use of a shared
driveway for the proposed lot.
CM Darkenwald asked if there is an easement for a power line there as well. City
Planner Licht said yes.
Commissioner Thompson asked if the garage is 30 feet from the line. Commissioner
Heidner said it appears so and that the house is another 10 feet south of the property
line.
Commissioner Heidner motioned to approve a Zoning Map amendment
rezoning the subject site from A-1 District to A-2 District based on a finding
that the request is consistent with the Comprehensive Plan. Seconded by
Commissioner Thompson. Roll Call: Those for; Offerman, Kolles, Heidner,
Thompson, Foster, Nichols. Those opposed; None. Motion carried. 6-0

Commissioner Foster motioned to approve a conditional use permit allowing
administrative subdivision of a lot with an area less than 20 acres within the
A-2 District, subject to the following conditions as stated in the report with
the following modification:
4. The applicant shall dedicate right-of-way or easement for the north one-half of future
901h Street at Kadler Avenue shifting north into the subject site and extending west to
provide access to the parent parcel(s) with the administrative subdivision, subject to
review and approval by the City Engineer.
Seconded by Commissioner Kolles. Roll Call: Those for; Offerman, Kolies,
Heidner, Thompson, Foster, Nichols. Those opposed; None. Motion carried.

5. Update on City Council actions.
CM Darkenwald updated the Planning Commission on recent City Council actions.
6. Update on future Planning Commission Agenda items.
City Planner Licht updated the commissioners on possible future agenda items.
7. Adjourn.
Commissioner Foster motioned to adjourn. Seconded by Commissioner
Thompson. Roll Call: Those for; Offerman, Kolles, Heidner, Thompson,
Foster, Nichols. Those opposed; None. Motion carried. 6-0
