Doing so will help control large crowds of people voting in person. Request an absentee application online at the Secretary of State’s website at sos.state.mn.us/elections-voting. The online application goes through the Statewide Voter Registration System and is queued to our City for processing. You can also email Election staff for an application. The completed application can be returned via mail, email, or in person. Contact information is listed on the back of the application. Not a registered voter? You can include voter registration materials with the absentee ballot application. Step-by-step requirements to vote by mail: 1. Return completed absentee ballot application (and registration materials, if needed) to City of Otsego Elections, 13400 90th Street NE, Otsego, MN by mail, or email at elections@ci.otsego.mn.us. NEW DROP BOX FOR ABSENTEE BALLOTS INSTALLED IN FRONT OF OTSEGO CITY HALL Effective immediately, a secured absentee ballot drop box with 24-hour access and security has been installed in front of Otsego City Hall, 13400 90th Street NE, for the convenience of Otsego voters. It once again put a spotlight on law enforcement and how we interact with people of color. I cannot or will not speak for other agencies, but I will speak for the Wright County Sheriff’s Office. Many may dispute whether this is a Wright County problem. It is. We’re a growing community which will continue to become more diverse. My office will embrace that diversity. As a community, we need to recognize the issue of systemic racism and come together along the lines of human dignity, understanding, honesty and compassion to create a safe, healthy environment for everyone. Members of the Wright County Sheriff’s Office have undergone extensive and ongoing training in de-escalation, conflict management and diversity to name a few. The Wright County Sheriff’s Office seeks transparency, compassion and honesty in dealing with all citizens. The members of the Wright County Sheriff’s Office are not just tasked with “keeping the peace.” We are also members of the community with our own families and friends. We all share a vested interest to see peace, hope and success for all. When I was elected, I took an oath to serve all people. I take that oath seriously and will ensure that we continuously look at what we are doing and how we can improve in the future. I want to serve as a conduit to bridge the gap of inclusiveness where everyone has a seat at the table, has their voices heard and are treated with respect. We cannot expect change unless people feel they have a meaningful avenue to express their fears and concerns. There is no place in Wright County for exclusion or inequity. Our population has grown significantly because Wright County is a great place to live, work and raise a family. It is my wish to have more outreach with our community leaders and civic groups to create a forum where we can discuss these issues and allow opinions and concerns to be heard. None of these outcomes will be easy to achieve. There will be some uncomfortable conversations which will take place along the way as ignorance or inaction is replaced by education and understanding. Without open dialogue, perception becomes reality in the minds of many and drives a wedge of resentment in the free flow of ideas. Our differences are what make us special as people. Those differences should be embraced to bring us together as a community, not to push us apart. I ask our residents, community leaders and organizations to join me in opening these lines of communication, to have meaningful dialogue and bring people together for the common good. We can’t control what happens in other parts of the state or country. But, we can work together as neighbors in Wright County to keep it a vibrant community that works in unison, not in opposition. I do not believe that sitting on the sidelines is an option if we want to create and foster a culture of positive change. I want to thank this community for giving me the opportunity to serve you, the people, and I look forward to these ongoing conversations in the future.  BLESSING BOX Christ Church Otsego (CCO) has been helping to feed the community for over three years with their Blessing Box. The Blessing Box is a large cupboard-style food pantry that is available to anyone in need in our community. The Blessing Box is filled with non-perishable canned goods, boxed dinners, baby food, diapers, hygiene products, and pet food. Many area families use the Blessing Box to help put food on their tables so CCO makes sure it is stocked on a daily basis. There is also a place in the Blessing Box for people to leave prayer requests. Each and every prayer request is prayed over by members of CCO’s Prayer Team. FALL HYDRANT FLUSHING The Utility Operations Department will be flushing fire hydrants throughout the City in October. Flushing the hydrants removes sediment and mineral buildup within the City’s water lines to maintain water quality and also tests the system for adequate flows. Note that the cap may be left off of some hydrants after the water is turned off to allow the fixture to drain completely but City staff will return to replace the cap. In accordance with Minnesota Statutes, the financial statements within the City’s CAFR must be audited on an annual basis, which was completed by BerganKDV. On June 8, BerganKDV presented their opinion on the financial statements to the City Council, with the City receiving an Unmodified Opinion, also known as a clean opinion, and is the best opinion that can be given. Summary information regarding the City’s financials are provided below. Governmental Funds The City’s governmental funds account for all operations, capital projects, and debt payments, with the exception of the public utilities of water, sanitary sewer, and storm water. Those funds are excluded as they are operated like businesses and are intended to be self-sufficient. Utility Operations The City of Otsego operates public Water, Sanitary Sewer, and Storm Water Utility Systems, with nearly 4,100 customers. The Utility operations are not included with Governmental Fund operations and are not funded through the property tax levy. Rather, the Utility operations are fully self-funded through user charges to the customers on the public systems. If you’re from Minnesota or have lived here for a while, you’ve likely heard the witty remarks about mispronounced place names from around the state. One of the names most often misarticulated is that of our very own city. With its combination of short and long vowels, we completely understand the confusion. But where did the name Otsego (aht-SEE-go) come from, and how did it end up fastened to a city in the heart of Minnesota? Prior to Minnesota attaining statehood in May 1858, colonists arrived in one of the first territories of Wright County to be permanently settled. Pleasant Grove Precinct, sometimes noted as Pheasant Grove on county records, was established in April 1855. About three years later, the Township was established and renamed Otsego. Derived from the Mohawk word for “meeting place” or “clear water,” Otsego was presumably named after a county and lake in New York. Coincidentally, Wright County was named for Silas Wright, a New York politician. A New York publication from 1795 hinted that the word “Otsego” referenced a location for meetings, as Otsego Rock was a spot where Indians would traditionally gather. The second syllable “sego” was a popular and friendly greeting that directly translated to “as yet.” Still, other records indicate the word means “the water is deep and clear,” while the term “ego” means “beautiful.” Otsego is located where the Mississippi River joins the Crow River. So, while the origin of the city’s name falls short of being wholly conclusive, the words “meeting” and “water” are most likely accurate. Creating a point of interest. Otsego residents may dispose of yard waste at the Albertville compost site located off of MacIver Avenue approximately one-half mile north of County Road 137/60th Street (between 63rd & 65th St.) DOGS Dogs are required by the City Code to be kept within the boundaries of their owners’ property or otherwise leashed or controlled by electronic device by a responsible person so as to effectively be under control as by leash. Cats are also prohibited from running at large. Feces must be picked up and disposed of from yards, city parks, and trails or otherwise owners will be subject to enforcement of nuisance violations. To report a dangerous dog, dog or cat running at large, or barking dog that is disturbing the peace, please call the Wright County Sheriff by dialing 911. My favorite would have to be the dog park as well as all the holiday events that are provided by the Park and Rec department and its commission members. The dog park allows our furry friends an opportunity to get out and stretch their legs in a safe environment and the holiday events bring all the citizens of Otsego together to celebrate the various holidays. Listening to people’s comments, concerns, or suggestions and then taking those back to the monthly commission meetings to discuss as a group.  It is another avenue for people to be heard without attending the meetings themselves. I enjoy all the city parks for different reasons but Prairie Park is my favorite because it’s Otsego’s community park that offers many fun amenities for kids, teens, adults, and seniors. I am especially looking forward to playing pickleball in the new Prairie Park Pickleball Complex opening later this fall. I am also excited to see the new updates to the splash pad scheduled to begin in September. There are more amenities in the planning stages right now so please watch for them next year! A perfect day is coming to work and watching families picking out a pumpkin at our Pumpkin Patch Event or finding eggs out in the snow at our Egg Hunt or watching the excitement on the children’s faces when they are meeting Santa for the first time. We have such a wonderful community! The Mayor’s Golden Rock Hunt was more of a challenge, but we found that many of you were residential scavenger hunt experts. The longest hunt took only one week! Otsego Art Quest gained popularity over six weeks this summer. RECREATIONAL FIRE GUIDELINES General recreational fire guidelines in Otsego include: • Maximum size of 3-by-3 feet • Must be 20 feet from any combustible structures such as homes, sheds, decks, or fences • Recreational fires are limited to dry, clean wood that is unpainted or untreated including; cord wood, branches, limbs, twigs, and dimensional lumber cut into lengths no longer than three feet Burning Permit The City, together with the Minnesota Department of Natural Resources, regulates open burning within the City in accordance with Title 5, Chapter 4, Section 5-4-4 of the City Code. A burning permit is required for all open burns larger than a 3 foot by 3 foot area. A burning permit may be obtained at City Hall or from the DNR website at webapps8.dnr.state. mn.us/burning_permits. Once a burning permit has been issued, it is the permit holder’s responsibility to confirm that no burning ban is in effect prior to starting an open burn or recreational fire and the permit holder must be constantly in attendance of the fire.
