The Beaudry family, who homesteaded in this area, were French-Canadian and are first listed in the 1880 census. They were and are hard-working dairy farmers who milk 70 or more cows a day at their farmstead near LaBeaux Avenue (CSAH 19) and 80th Street, with seldom a day o. In 2002, the City of Otsego adopted plans for construction of the West Waste Water Treatment Facility to provide services for development of residential, commercial, and industrial land uses, north and east of the City of Albertville. The Beaudry family sold approximately 164 acres of their farm for development to the Darrel A. Farr Development Corporation. Farr Development in turn sold approximately 20 acres to the City as the site of the West Waste Water Treatment Facility. Farr Development also was the subdivider of Pleasant Creek Farms to the north of the Waste Water Treatment Facility. Arbor Creek was subdivided from land formerly part of the Beaudry Farm and the City acquired just over 10 acres of land as part of the platting process for development of the current neighborhood park. Otsego Creek, which runs between the natural environment lake south of 70th Street in Albertville to the Mississippi River, crosses through the former Beaudry farm adjacent to the West Waste Water Treatment Facility and Beaudry Meadows Park. In the past, carp from the Mississippi River would swim into Otsego Creek and children would spear them with pitchforks and bring them home to clean and cook. The City Council would therefore like to extend a THANK YOU to all the current Advisory Commissioners as listed below as well as past Commissioners for their service to the City of Otsego. Planning Commission The Planning Commission shall have such duties as assigned in State Statutes and the City Code, and shall act in an advisory capacity to the City Council in all such matters including, but not limited to: • To prepare and keep current a Comprehensive Plan for meeting present requirements and such future needs as may be foreseen, based on demographic and statistical trends and data available. • To establish principles and policies for guiding action affecting development in the City and its environs. • To prepare and recommend to the City Council ordinances, regulations and other proposals promoting orderly and economically sound development along lines indicated as desirable by the Comprehensive Plan. • To determine whether specific proposed developments conform to the principles and requirements for the Comprehensive Plan and City Code. • To keep the City Council and the public informed and advised as to all planning and development matters. Parks and Recreation Commission The duties and functions of the Parks and Recreation Commission shall be as follows: • Develop and recommend to the City Council a Comprehensive Plan for development of the future parks and trails system. • Provide recommendations and act in an advisory capacity to the City Council regarding parks, trails, facilities, park maintenance and related CIP project and the study of current recreation programs, and desires of citizens for such services. Public Safety Commission The Public Safety Commission is appointed by the City Council and is charged with developing a citizen complaint procedure, promoting public interest in and an understanding of police work. They serve as a forum for the citizens of Otsego to voice their opinions regarding community safety and police, fire, and ambulance services. Heritage Preservation Commission The City Council appoints an advisory commission known as the Otsego Heritage Preservation Commission (OHPC) made up of five residents having an interest in historic preservation. The heritage of the City is among its most important assets and the OHPC works to safeguard this heritage by preserving sites and structures and documenting the history of people and events in the community to foster civic pride in notable accomplishments of the past. The OHPC meets on the second Tuesday of each month at 7 p.m. at Prairie Center and all members of the community are invited to attend. The Otsego Heritage Preservation Commission would like to honor Arlene Holen who was one of the first members of Otsego’s Heritage Preservation Commission, which was formed in 1994. Arlene recently passed away at the age of 101. The OHPC is grateful for her legacy of photos, videos and recordings which are part of the archives housed in the Prairie Center. This year the unseasonable October snow and slippery roads were an early reminder to be aware of winter driving conditions. Drivers always need to be aware of potential hazards on the roadway, but winter weather can add a whole new element to the drive. We at the Sheriff’s Office want our citizens and motoring public to have safe travels on the roadway this winter season and wanted to share a few winter driving tips highlighted by the Office of Traffic Safety. Stay safe while on the road in the winter: • Avoid unnecessary travel if conditions are too poor. • Buckle up, and make sure child restraints are secured tightly. It is recommended to use bulky clothes and blankets on top of the child restraint harness, not beneath, to ensure harness restraints fit properly. • Drive at safe speeds according to road conditions and provide for plenty of travel time. • Increase safe stopping distance between vehicles. • Use extra precautions when driving around snowplows by keeping at least five car-lengths behind plows. • If skidding, remain calm, ease foot off the gas, and turn the steering wheel in the direction you want the front of the vehicle to go. • If vehicle has an anti-lock braking system (ABS), apply a steady firm pressure to the brake pedal. Never pump ABS brakes. • Clear snow and ice from vehicle windows, hood, headlights, brake lights, and directional signals. • Headlights must be turned on when it is snowing or sleeting. • Do not use cruise control on snow/icy/wet roads. • Equip vehicles with a scraper/brush, small shovel, jumper cables, tow chain, and a bag of sand or cat litter for tire traction. Blanket(s), heavy boots, warm clothing and flashlights are also important, as is storing high-energy foods such as chocolate or energy bars. • Be sure cell phones are charged for long trips and inform family of destination plans and schedule. • If stranded, stay in the vehicle. • Parents of teen drivers should make sure new motorists experience snow and ice driving in a safe environment, such as an empty parking lot. • For weather-related road condition information, call 5-1-1 or visit 511mn.org. FIRE STATION Many people have noticed the sign on the property at the southwest corner of Odean Avenue and 75th Street identifying the site of a future Otsego Fire Station. The City Council completed a study of fire services in 2018 after being awarded a grant from the State of Minnesota. The goals of the fire study, which is available on the City website, were to analyze and make recommendations to improve current service levels from the Albertville Fire Department, Elk River Fire Department, and Rogers Fire Department and to look at long-term needs for the location, size, and equipment for fire stations within the City as Otsego continues to develop. The property at Odean Avenue and 75th Street that was acquired in 2019 by the City was identified by the Fire Study as the optimum location for a main fire station that will include 4 vehicle bays, office, and training spaces. REQUIRED EQUIPMENT: • Snowmobiles, ATVs, other recreational vehicles or special vehicles operated upon City streets shall have all equipment as required by Minnesota Statutes, as applicable. SNOWMOBILE OPERATION WITHIN DESIGNATED AREAS IS ALLOWED: • Only for coming and going from a residence to a designated trail on the most direct route or you are on your own property or have the property owner’s permission. • In single file on any street only on the most right-hand lane when available for traffic or as close as practical to the right-hand curb or edge of the roadway. • At a maximum speed of 10 miles per hour. • Between the hours of 8 a.m. to 11 p.m. Sunday through Thursday; and 8 a.m. to 1 a.m. on all other days including days immediately previous to national holidays. SNOWMOBILE OPERATION OUTSIDE DESIGNATED AREAS IS ALLOWED: • In accordance with Minnesota Statutes 84.81 to 84.915. ATV OPERATION WITHIN DESIGNATED AREAS IS ALLOWED: • Only upon private property is allowed only between the hours of 8 a.m. and 10 p.m. ATV OPERATION OUTSIDE DESIGNATED AREAS IS ALLOWED: • In accordance with Minnesota Statutes 84.92 to 84.92. OPERATION OF OTHER RECREATIONAL VEHICLES, SPECIAL VEHICLES, OR MOTORIZED GOLF CARTS: • Use upon City streets of recreational or special vehicles other than snowmobiles or ATVs as regulated by the City Code is prohibited. • Operation of recreational vehicles and special vehicles upon private property is allowed only between the hours of 8 a.m. and 10 p.m. This information is provided for reference purposes only. DESIGNATED AREA OUTSIDE DESIGNATED AREA Note: Golf car or other motorized vehicle use prohibited upon City streets, sidewalks and trails. 6 2020 Winter Otsego View COVID-19 INFORMATION COVID-19 Symptoms Symptoms of COVID-19 can include fever, cough, shortness of breath, chills, headache, muscle pain, sore throat, fatigue, congestion, or loss of taste or smell. Other less common symptoms include gastrointestinal symptoms like nausea, vomiting, or diarrhea. If you have symptoms, get tested for COVID-19. COVID-19 Test Options If you have been or think you might have been in close contact with someone who has COVID-19, get tested for COVID-19. In this case, it is important to wait between five and seven days from that close contact to get tested. There are multiple kinds of testing available, most commonly the nasal swab and more recently the at-home saliva testing. Both are known as PCR tests and are considered the most accurate tests for detecting the virus that causes COVID-19. HOW TO ACCESS TESTING 1. Contact your health care provider. 2. Visit the Minnesota COVID-19 Response website (https://mn.gov/covid19/for-minnesotans/if-sick/ testing-locations/index.jsp) to find testing times and locations near you. 3. Saliva at-home testing and locations around Minnesota. a. COVID-19 at home saliva test order form – https://testathome.web.health.state.mn.us b. Saliva Community testing sites – health.state.mn.us/ diseases/coronavirus/testsites/saliva.html c. The saliva at-home testing is free and available to all Minnesotans. HOW LONG SHOULD YOU STAY HOME IF YOU ARE EXPERIENCING SYMPTOMS AND/OR TEST POSITIVE? 1. If you have tested positive for COVID-19 or are experiencing symptoms of COVID-19, stay home until all three of these things are true: a. You feel better. Your cough, shortness of breath, or other symptoms are improving and b. It has been 10 days since you first felt sick or, if you don’t have symptoms, 10 days since you were tested, and c. You have been fever free for at least 24 hours, without using medication that lowers fevers. 2. Considerations for keeping yourself and others safe when you or a loved one are experiencing symptoms and/or test positive for COVID-19 (also applicable for high risk contacts or while awaiting test results) – cdc.gov/coronavirus/2019-ncov/ if-you-are-sick/end-home-isolation.html 3. Talk to your health care provider if you have questions. Crews also plow 160 cul-de-sacs, 39 miles of trail, and 2 miles of City owned sidewalks. Some reminders during the winter months! • There is no parking on any public street between 2 a.m. and 6 a.m. between November 1 and April 30. • There is no parking on any public street after a snowfall of 2 inches or more until after the street has been plowed to its full width. • Property owners are responsible for removal of snow, ice, and other debris from concrete sidewalks adjacent to their property within 36 hours after the snowfall has stopped. • Snow from private property may not be deposited on the traveled portion of any public street, sidewalk, or trail. • Mailboxes can be especially vulnerable to damage from snow removal operations and the City assumes liability for mailboxes damaged during plowing only if it is determined that the plow made direct contact with a mailbox that was properly placed in accordance with City standards. • The City is not responsible for damage to plantings other than grass within the boulevard portion of the yards. The boulevard is the area within the public right-of-way that is approximately 16 feet behind the curb along local urban streets (or between the curb and sidewalk), 10 feet behind the curb for cul-de-sacs and that part of the ditch approximately 18 feet from the edge of pavement or gravel of local rural streets. • Property owners are responsible for clearing snow from around fire hydrants and mailboxes. SMALL BUSINESSES OFFERED A HELPING HAND The COVID-19 pandemic has undoubtedly affected lives and livelihoods. This year, people stayed home. Commerce slowed. And small businesses, the beating hearts of local communities, were hit particularly hard by the economic downturn. Phil Lutgen owns Pour Wine Bar & Bistro, Pour Bottle Shop, and Drake O’Neill’s Irish American Pub – all in Otsego. For the owner of an Irish Pub, the news of shutting down on March 17 was tough to take. “St. Patrick’s Day is huge for us, so that kind of took the wind out of my sail. To not know what would happen was an emotional struggle,” he said. “Restaurant owners tend to be control freaks. When you take away control, it’s nerve wracking.” In August, the City Council approved an Emergency Grant Program for local businesses with Federal funds allocated to the City from the CARES Act. The program is designed to help small businesses maintain operations and withstand financial adversity during COVID-19. Businesses must meet eligibility requirements and use the funds for operating expenses, such as payroll and inventory costs, rent and utilities, or other business-related bills. As soon as Lutgen received word from the city, he began the application process. “Once they told me the grant was coming,” he said, “we used it for rent, utilities, things that don’t have a lot of leeway from an operational standpoint.” And in the shadow of uncertainty, Lutgen is grateful for a reprieve. “This is a great opportunity for business owners to take a breath,” he assured, “but it’s a short breath.” But recurring expenses also create a constant struggle. “The goal is to try to get ahead of it, but that’s a big, big mountain to climb right now,” Lutgen explained. “Once you think you’re in a groove, things change. The rules change. We’re trying to claw our way up, but it’s a nonstop battle.” What helps, though, is having all kinds of support. Lutgen said his friends in the hospitality business understand the stress because they’re dealing with it, too. “To know you’re not the only one going through this is sort of a comfort,” he said. And as far as the community? Lutgen can’t say enough about the people of Otsego. “The local support has been incredible,” he said, before taking a long pause to allow the weight of those words to resonate. “We wouldn’t be here today without the community,” he added. He holds an AAS degree in Water Environment Technologies from SCTCC. Nick has a Class C wastewater treatment license from the MPCA and a Class B water treatment license from the MDH. Before working for the city, he spent two and a half years working in New Town, ND doing water treatment. Hobbies include seeing the world with his wife Becca and golfing. CJ Huettl CJ has been with the parks and recreation department for four years. When he’s not working, CJ enjoys golfing, hunting, and playing video games. Brent Kolles Brent has worked for the streets department for 15 years. He operates the road grader, makes and installs road signs, and plows snow. Brent has lived in Otsego his entire life, and in his free time he helps out on the family farm and enjoys boating, and 4-wheeling. Barb Williams Barb has been with the building department for 17 years and still absolutely loves it. She has been married to Jene for 39 years and has lived in Otsego since 1986. IF YOU SHOW THIS AD 9www.ci.otsego.mn.us 2021 PRELIMINARY PROPERTY TAX LEVY The Otsego City Council adopted the preliminary property tax levy on September 14th. There were five City Council meetings where the City Council and staff reviewed the preliminary budgets and respective property tax levies to ensure they align with the City’s strategic direction and vision. The City is proposing to increase the tax levy by $634,176 or 8.82%. As a result of the continued growth in Otsego, the Total Tax Capacity (tax base) is expected to increase approximately 9.32%, with an estimated tax rate of 35.051, which is a reduction of 0.14%. The increase in the City’s tax capacity and lower City tax rate means that any increase in the City portion of property taxes is due solely to an increase in property value. As an example of how this might affect a resident of Otsego: • Due to market conditions, the value of your home increases 5.00%. • The City’s tax rate is decreasing 0.14%. • Your 2021 estimated City taxes would increase approximately 4.86%. East Bio-Solids Plant The 2020 Wastewater Utility Budget includes construction funding of the East Wastewater Treatment Facility Biosolids Building. We are very new residents to Otsego and Wright County. My husband, Greg Anderson, and I lived in Uptown in Minneapolis for over 40 years. Greg grew up in Minneapolis and I am originally a farm girl from southeastern Minnesota. We built in Wildflower Villas and moved here in early 2018. This is our retirement home. We have a lake home ‘up north’ in Aitkin County. I was a self-employed graphic designer and lettering artist and Greg had his own commercial photography business. WHAT OTSEGO ACTIVITIES HAVE YOU PARTICIPATED IN? I have a membership at Three Rivers Fitness and exercise there routinely during the winter months. I contributed to Gifts Anonymous last year and look forward to more involvement in the future. One of the first inquiries I made when we moved to Otsego was, “do you have pickle-ball courts?” The answer I received was an invitation to appear at a City Council meeting and let the City leaders know that we are an interested and active group. I stayed in touch with the folks at Parks and Rec to closely follow the progress of the new complex there at Prairie Park. With some beautiful autumn days, we were fortunately able to get in some inaugural play yet this fall and I very much look forward to the completion and full use of the courts in the spring of 2021. WHAT IS YOUR FAVORITE COMMUNITY EVENT AND WHY? Because we are so new to the city, at this time I’d say my involvement with pickleball and the new friends I’ve met in the group are a favorite. We also have a wonderful group of neighbors in our new development and, because it is a small association, we all know each other and enjoy socializing, social distancing, of course, at this time. I look forward to getting to know more about the Otsego community and its organizations and also to get more involved in some activities in our newly adopted city. WHAT MAKES OTSEGO UNIQUE TO YOU? Having lived in inner city Minneapolis for so many years, a small and rather rural city is a huge change and a plus for us at this point in our lives. Otsego has a small town feel but from the engagement we’ve had thus far with Parks and Rec and the Mayor, we know that we are in the right spot for a city with both growth and stability! Otsego is a vibrant and growing city and it will be a joy to take some part in that development. We have found a diversity in ages in our community and to us, that is definitely an asset. FAVORITE PART OF OTSEGO PARKS AND RECREATION SYSTEM? I would say Prairie Park is my favorite for many reasons. I spend a lot of time at the archery range year-round. My favorite city events are held there, Touch-a-Truck, Pumpkin Patch, and Santa Day. My son loves seeing all the RC cars on the new track. Summer days are spent at the splash pad and playground with friends. This year with the new trails that went in along Maciver Ave. NE, we have been able to safely bike now to Prairie Park. WHAT PARKS AND REC ACCOMPLISHMENT ARE YOU MOST PROUD OF SINCE YOUR TIME ON THE COMMITTEE? Working together with the committee and our community to develop the Parks and Recreation System Master Plan. Our community engagement in the process was so exciting to see. It was really enjoyable to compile all the information gathered from our residents and incorporate them into the final manuscript. RC TRACK One of the biggest additions to the Otsego Parks and Recreation list of amenities in 2020 was the RC track. Located on the southwest portion of the Prairie Park campus, next to the archery range, the dirt track is ready for action! Once the project was completed and the track was ready for people to bring their electric cars/trucks down, the Parks and Recreation Department let people know by posting on our Facebook page! (If you don’t follow us, check us out at Otsego Parks and Recreation.) The post received 21,600 people reached and 66 shares! The excitement for the RC track was outstanding! Residents and people from other cities were flocking to come down and try the track out. The track has various jumps, turns, moguls, and straight-away for various types of drivers! The best part about the RC track is it accommodates all different ages and abilities of users. If you have not had a chance yet to see the track, load up the kids and come on over! OTSEGO FARMERS MARKET Our second year saw tremendous change and growth to the Otsego Farmers Market. We relocated to the Edina Realty parking lot, which proved to be a more convenient and accessible location. Even in a pandemic, with all the challenges, this year’s market proved to be a success. We had more farmers, food trucks, and a variety of vendors join our market family this year. Each vendor created a friendly and inviting atmosphere, which proved to be a rewarding shopping experience.
